The project will aim to deliver:

 1. Data futures requirements gathering (HESA’s transformation programme to deliver a more efficient data collection process); this work will enable an understanding of what is required to meet the requirements of the new HESA return, address the system design options and how Tribal software can be best used to capture data. Aim is to capture all the requirements and prioritise them.

 2. This will inform and prioritise the system and process changes:

-       To capture enrolment data as part of the continuing  student registration starting in June 2019: this scope is now being progressed under separate project SAC078

-       To enable the 1st  test HESA return completion

 

Project is needed because of it is compliance nature. Cannot do a new future HESA return using the current system.

Data Futures will replace the current annual HESA Student Return with in-year returns starting from 2022 (was 19/20).

 

HESA data futures update Aug 2019

A package of work was recommended to the project board. This work will focus on system changes which is the area where we can achieve the greatest gains. This work will remove much of the customisation we have within our student record data structures which prepares us not only to be able to meet the HESA requirement of 3 returns per year but also makes integration with a programme and course management tool simpler.

Milestones 

Revised dates  confirmed in July 19 by HESA following decision to delay 1st new statutory return, new dates replanned over 3 years:

  • Implementation to HECoS by end Jan 20, so that statutory returns for 19/20 is done using legacy systems with new HECoS codes 
  • TBC -20/21 likely 3 statutory returns using legacy returns (i.e. keep using current data model. Impact: will need ability to churn data volume and quality) .
  • TBC- 21/22 - 3 statutory returns using legacy returns . Likely mandatory test of DF return
  • TBC - 22/23 - 3 new statutory in year returns 

Benefits are

-To secure future funding (£65 million+)

-Enhanced reputation. If not completed, the university cannot appear in the domestic league table, cannot run NSS survey, cannot get its graduation outcome.

-Improved internal reporting by having a more reliable MI
