13/14 Statutory Returns revisions

This annual project covers developments and enhancements to IS developments which fully or partially support the 2013/4 HESA Student Return, 2013/4 SFC Early Statistics Return, 2013/4 SFC Final Figures, 2012/3 Destination of Leavers from Higher Education (DLHE), 2014/5 Key Information Set (KIS), Teaching Load and the National Student Survey.

Extra mobility data requires to be returned in the HESA student return from 2013/4.  As a result several other fields have been redefined and will require amendments to the program.  HESA have also introduced new fields for careleavers and intercalators.  HESA requirements and business rules may change throughout the project.

SFC has yet to provide details of changes for 2013/4 however we do not expect any major changes.  The SFC/TL programs and reports will require amendment to reflect the HESA coding changes plus there are a number of enhancements from previous years.

Following the implementation of SITS for the generation of the DLHE return a number of minor enhancements to improve usability have been specified for 2013/4.

HESA/HEFCE have still to review the KIS requirements for 2014/5 but as there was a radical overhaul for 2013/4 it is not anticipated that there will be any major enhancements required this year.  Processing to collect teaching and learning and assessment data was put in place in 2012/3.  Some amendment to this functionality may be required in 2013/4.

This project also covers the archiving of the annual HESA Student Return and the maintenance of tables to store the output from the return which supports the DLHE and NSS processes.  It is not known at this point whether there will be any major changes to the NSS process.

The project is a priority 1 project.  These returns are statutory requirements.  Failure to make the returns would result in withdrawal of funding from central government and serious reputational loss for the institution.
