Overview
Background
Open Parking is the parking management arm of Imperial Civil Enforcement Solutions (Imperial) that provides the system used by the Estates Parking team, called Parking Gateway. Support on this product is due to expire in September 2019. The product is being upgraded to a new web based product called 3Sixty.
3Sixty provides several modules for control of parking permits, including the issue of permits and vouchers, as well as PCN (Parking Charge Notice) issue, operated from a mobile handheld device.
Scope
This project (EST120) will implement the Open Parking 3Sixty software to replace the current Parking Gateway system.
The following ‘must have’ requirements include the installation of the Open Parking 3Sixty modules below:
- 3Sixty - is the SaaS that replaces Parking Gateway, which is approaching end of life. Improvements include better configurability, better security.
- 3Sixty Citizen - this web component provides a ‘portal’ for use by the public (University community). Set up with the ‘look and feel’ of the University’s website, conforming to W3C (class Double-A) standard and fully integrated with the back office 3sixty system, 3sixty Citizen will enable online viewing of PCN details (including any evidence), payment and appeal. Motorists can access 3sixty Citizen through the University website or at any other website specified by the University. 3sixty Citizen extends 3sixty to allow for more modern forms of interaction with the citizen besides those expected of a traditional Notice processing system. As citizens can view their PCN details on the Web, examine photographs and video footage taken at the time of issue and pay charges on the Web, the likelihood that a PCN will be paid unchallenged is increased. On entering the VRM and relevant PCN number, 3sixty Citizen presents details of the contravention along with the outstanding amount payable and other useful information, such as the amount of time remaining in a discount period and photographic evidence or video. Evidence is available to be viewed online as soon as it is in the system.
- 3Sixty PermitSmarti - Highly configurable Permit system to allow for multiple virtual permit types.
- 3Sixty VoucherSmarti - An online service for temporary permits for visitors or contractors.
In addition, the following requirements will be met as part of the delivery:
- The system will require an interface to EASE for single sign-on.
- As this system is public facing (for visitor or contractor permits) security and GDPR will need consideration.
- Training for the staff involved will be included in the project.
- New guidance for permit applications will be provided as part of this project.
The project may seek to decommission the existing server hosting Parking Gateway, but this decision will be made during the project execution stage and will be dependent upon the volume and status of historic parking fine notifications and the strategic approach decided upon. Presently the business has a requirement for access to historic data, so the server decommissioning is out of scope. If a decision is made by the Project Board to decommission the server, this will be controlled via the project change control process and managed as part of the project. Otherwise, the project will be closed and a subsequent project will need to address this future requirement.
Out of scope
The following items are deemed out of scope for this project:
- Change to Estates processes including IT functions within Estates;
- Decommissioning of existing server hosting the Parking Gateway system;
- Integration with UoE finance systems - A hyperlink to the UoE EPay System (for students/staff to pay individually for their permits) will however be provided, and will be delivered via the system ‘customisation’ undertaken by Open Parking, to reflect the present process;
- Business impact assessment and business change interventions, including revision to SOPs, as required, which embed the new capability into the business.
Objectives
The purpose of the project is to provide a supported system allowing the Estates Parking team to manage all aspects of parking permits. This service will be hosted by Open Parking in the cloud. The system will be configured and supported by the system supplier Open Parking.
- O1 – Configure and install 3Sixty parking permit software, customised for UoE (including security considerations);
- O2 - Integrate with EASE for access;
- O3 - Handheld devices configured and tested for vehicle scanning and Automatic Number Plate Recognition (ANPR);
- O4 - Agree support arrangements between Estates, suppliers and IS.

Benefits
The project will deliver the following business benefits:
- The 3Sixty system is web based and operates a SaaS model reducing the reliance on UoE IS;
- 3Sixty offers improved security and increased configuration capability for user roles;
- Provides more detailed information associated with PCN cases, permits and payments;
- A web based view for public access for payments, permit and account information;
- Software for handheld mobile devices for issuing PCNs;
- ANPR software for rapid vehicle scanning;
- Virtual permits and vouchers with associated printing cost savings.
