New Programme Manager
The current Programme Manager, Dawn Holmes, has been seconded to the Service Excellence Programme until July 17 so the FIN programme will now be managed by Nikki Stuart.
eFin upgrade
Lee & John are leading on creating an options appraisal paper to consider the various approaches & timing of the upgrade and to consider the pros & cons of each. Input is being sought from other Finance stakeholders and from IS. The paper will be ready by the end of September and will provide a recommendation on how to proceed.
Action - Dawn to provisionally delay the project until Nov 16 & split the days 200/200 between 16/17 & 17/18 until the outcome of the options appraisal

eTime
Rather than opting for an arbitary 50/150 split, it was agreed that a better approach would be for urgent compliance requirements for 16/17 to be identified and estimated so that an appropriate project budget & scope can be set. The less urgent compliance requirements will be undertaken next year as a seperate follow-on project.
Action - Jill to work with Douglas & Mike to identify priority compliance items for this year and estimate effort required
Planning for 17/18
Rhian explained that core funding for 17/18 was likely to be fully allocated to compliance projects therefore discretionary work is likely to require alternative funding. This could be via business cases to the Digital Transformation Programme (part of Service Excellence) or via local funding.
Action - Rhian to provide information on the process & timescales for applying to Digital Transformation
Priorities
Both FIS & SAS representatives confirmed that projects for this year are all compliance and still required.
Action - Mike to provide anticipated timeframe for Thalia & Martin to be available to re-commence eExpenses (FIN111)
