Overall Programme RAG: GREEN
The contingency has already been applied to a number of 15/16 projects to balance budgets and enable their completion this year. Budget is sufficient for all planned projects.
All projects for 16/17 have now started.
The programme balance is 65 days to the good, so we have good contingency for our projects.

- Access to SharePoint Site given to Production Management Team Leads In Application Management and Technology Management
- Structure for Technical Architecture Documentation created, ready for latest version of TADs to be uploaded to SharePoint
- Agreed with Project Sponsor that updates to Draft Disaster Recovery Plan to be completed out with the project to allow project to close
Issues
- Estimated that there will be circa. 15 days unspent resource effort returned to the INF Programme on project closure as per agreement with Programme Manager and Project Sponsor, a PICCL has been raised ready for submitting for approval on project closure.

- Update Deployment Checklist template to include changes to storage of TAD on projects website

Migrate Core Databases to Oracle 12c

Achievements in Last Period
- Sign off achieved for News DEV environment
- TEST environment complete and data migrated. All issues in TEST have been resolved.
- Production Management currently performing testing on News applications. HRMI, SPACEMART, TELSMI, LYNDAMI all passed ok. Need results from ADMISMI, ORGMI, STUDMI, EFINARCH
- Agreement made that GEN migration will commence in April through to July.
Issues and Risks

UNIDESKMI testing has uncovered a problem in running the extract, but noted that it is not 12c related as did not work in 11c.

Cost is RED as the project costs are likely to exceed 20% of the original budget. This is a prediction on where we are now with the NEWS migration, and what's left to complete. Estimation meeting is on 10th Feb for GEN and Programme Manager and Sponsor will be made aware of the budget required.
Next Steps
- GEN re-estimation (meeting on Friday 10th Feb)
- Sign off NEWS integration and UAT.
- Schedule in a go live date for NEWS.
- Resource for GEN migration from April, and re-plan the milestones after the estimation meeting.
RAG Commentary
- During the previous project review meetings, it's been noted that we have used more time in migrating News than was originally estimated, and this has affected the remaining budget for migrating GEN applications. Currently used 71 days for NEWS out of 118 to migrate both applications, it is highly likely that project will require an increase that will be greater than 20% of the original budget. Programme manager and project sponsor will be informed of the extra increase required after the estimation meeting.

16-17 Provisioning of Python environment

Achievements in Last Period
- Iteration 1 relating to Edgel Innovation project API126 has started, is working to plan and is scheduled to complete 22 February.
- Iteration 2 has been estimated and is scheduled to start 1 May 2017, developer resources have been booked, production resources for IDM have been requested. This work will cover; Python documentation, Django Starter and migration of the IDM dashboard.
- Deliverables relating to containerisation have been estimated for both developer and Dev Tech time.
Issues and Risks
- As an agile project the Foundation State was not completed by 13 January and a PICCL was approved to move this to 10 February. A stakeholder meeting has been scheduled for this date.
- Discussions regarding containerisation not having been performed by ITI continue. The Project Sponsor has directed the project to focus effort on non-containerisation tasks, which has been done. The Product Owner is reviewing the resource estimation for these items to consider options.
- A developer for circa 20 days budget has yet to be confirmed.
- Note: Deliverable D2.3 is dependent upon D2.2. These had been prioritised as ‘Must’ and ‘Should’ respectively and so at a Programme Manager / Product Owner meeting 30 January it was agreed D2.3 to be corrected to be prioritised ‘Should’.
Next Steps
- A stakeholder meeting has been scheduled for 10 February to review and sign-off Foundation Stage and plan.
- Complete iteration 1.
- Confirm approach to address resourcing / containerisation issues. At which time the Programme Manager request to bring forward the delivery and closure dates for the project away from the year end will be considered.
RAG Commentary
- Applying agile principles, given a minimum viable product set for the user stories (scope) selected by the Product Owner will be delivered within the budget this year all of the above items are green. However, to convey a more holistic picture time, cost and scope are all rated amber because: Resources have yet to be identified within the time scale for the project, questions relate to the containerisation (can it be delivered this year and is more budget required if it is in scope).
