Project Summary:

This project was carried out to define how the HR Transformation programme of work would be approached, governed, who the stakeholders are and the likely costs involved. During this project, new University initiatives have been proposed and/or started: IS 10 year Digital Transformation, Enterprise Architecture, Strategic Review of Financial Systems

Scope as defined in the Brief:

  • In Scope: This project will provide a Governance framework and Delivery approach for the HR Transformation Major Initiative.
  • Out of Scope: This project will not be delivering any of the analysis of the As-Is/To Be HR & Payroll Business Processes or completing any procurement of consultancy

The project remained in Scope

Objectives as defined in the Brief:

  • Define Governance structure for HR transformation (this will include the articulation with related Governance bodies in the University)
  • Recommend Governance membership - who would best fulfil the roles in the Governance of the Transformation
  • Consider the best use of consultancy in the HR Transformation programme, indicating the Recommended option
  • Define the analysis approach and consultation activities that will need to take place and provide recommendations
  • Define the Scope of the other projects required to deliver the Transformation programme and their expected timelines
  • Consider the Procurement implications for the Transformation programme based on recommendations from points above
  • Review the costs in the Business Case and revise where necessary

Explanation for variance:

It took less time than initially estimated to outline the Approach and Governance. As the HR Business Lead prepared the first drafts of the documentation after initial discussions, the remainder of the IS Applications time was spent in revising the documentation with HR and in consultations with stakeholders, including those on the IS 10 year Digitial Transformation, Enterprise Architecture, and Strategic Review of Financial Systems.

There is an outstanding requirement for the Business to fund the days spent on HRS088 and for funding to be obtained for the overall HR Transformation Programme.
