Payroll Config work required - delays RTI.

In summary - to discuss RTI and matters arising from the consultant's visit at the end of last week: Meeting hald 17th June 13.

1) The consultant identified a load of set up tasks that are still outstanding before we can go live with RTI. As a result, the decision was made by payroll that we cannot go live with RTI in June as there is no way that we will be ready to do so.  2) Based on above, Kathy contacted HMRC to ask if we could delay till August (October being drop dead date for employers of our size, although we had originally agreed June). HMRC have said there are too many people going in August so cannot agree to that. That leaves July or September. We didn't think July was a viable option for us due to leave etc. HMRC are going to get back to Kathy with confirmation re September but this is not yet guaranteed. 3)There are some more I.S tasks that will have to be done. 3a) Another patch has come through and is one that will have to be applied before go LIVE. Sooner this is in DEV the better. Just a single patch so would guess couple of hours per environment. 3b) RTI requires some flags to be set against pensioners and htbn assignments. Setting this manually would be a huge task for payroll in the timescales available so they have asked if we can do a load. The info is held in an extra information type and so I think this is relatively straightforward for us to do via API.  I would allow a couple of days for DEV for me to work out what is needed and write the API code, and then an hour or so each for TEST and :IVE. 3c) Related to above, these flags will have to be set for all new employees as well so it strikes me that this should be added to the successful applicants interface. There is a manual workaround in the short term in that payroll can set them manually so maybe this point could be considered separately.  This would not necessarily be needed for RTI go live. 3d) There is a big task to configure element links for elements needed for RTI (about 400 elements potentially but not all will be affected). At the moment Gordon and Louise are working on this but there might be a need for me/Greg/someone to help them out if it gets too close to the wire. I think there is business knowledge needed though so they would have to tell us exactly what to do for which elements. This is application level configuration.  At the moment Gordon and Louise still planning to get this done without our help if they can.

There is a chance that other bits of work will come out as Gordon and the consultant (who is coming back at the end of the week) get into more detail but that's it for now.

Need to work out relative priority between this and HRS073 . 

I have done the the code change for the contract_end_date bit  of HRS073 (albeit the view is wrong so can't tell if it works) .

Can I start looking at api now?

 Alyson, Greg and Gordon F all off first week in July. I think I am the first one back.
