The MVM programme started 2015/16 at a significant time for MVM, with the emergence of a long term road map for its IT Strategy.

All projects that are expected to be part of this year's programme of work, including projects not involving Applications (see College Led programme), have been added to the projects website. Only projects needing Applications resource will be added here.

  • Achievements in Last Period

Programme Manager Maurice Franceschi and Head of Applications Development Iain Fiddes met with key stakeholders, including Project Sponsor Keith Wylde, Business Lead Bryan Allen, user Trisha Lamb and (ex) MVM technical support staff Gary Blackie and Alan Gilchrist.

Together, we

  • assessed the current backlog of issues arising from UAT, including several showstoppers
  • reviewed the application in action
  • noted that the UAT had only been done for some of the requirements due to technical issues with some areas of the application
  • saw that there were other issues arising not logged in the backlog as the appliction was demonstrated
  • confirmed that the business requirements had not been properly captured and that current application was not meeting client needs
  • ascertained that the issues were all in TEST and that current Live application is unchanged as a result of this project

The recommendation from Programme Manager and Applications Development Section Head to the business, was that the application was not fit for purpose and that there was no benefit to stakeholders in continuing with further remedial action and development, and that accordingly the project should be closed.

Project Sponsor Keith Wylde accepted the recommendation.

Programme Owner Paul Clark also fully supports the recommendation and decision taken.

A closure report from project manager Dave Berry may take some time to write up, due to his other priorities and the issues that may have to be recorded as part of the project, and the need to sign off the report with the stakeholders.

 

  • Issues

The UAT was not successful: new issues were reported.  There is no budget remaining to address the issues.  This is noted in https://www.projects.ed.ac.uk/project/mvm005/issues/16

As noted for the last two months:

  - Synchronisation with Outlook is failing on the business's new PCs.  The PM and developer have recommended that the MVM CO's investigate this problem.  This is noted in https://www.projects.ed.ac.uk/project/mvm005/issues/14

  - The business have requested further changes but there is  no agreement in place for funding further work.    This is noted in https://www.projects.ed.ac.uk/project/mvm005/issues/13.

 

  • Next Steps

  - Write closure report and close project by 31st March

RAG status set to RED because the project has overspent and not delivered.

Achievements in Last Period

  • The project scope was changed in Q4 2015 to include the piloting of the documents as part of UAT. However, the project sponsor has been unable to find an MVM unit with the availability to do this. Accordingly, the project will descope this, and instead have the documents checked and QA'd by the existing stakeholders who contributed to the analysis. After accpetance, and before we can close project, the project needs to put in place an on-going document review and maintanenance process.

  • Further simplification of ITT by request of the project board, particularly mandatories.
  • Supplier demonstration scenarios completed and agreed by business.
  • Agreement by Project Board that new solution should wherever possible integrate with centralised UOE systems and processes for user authentication and identity management.
  • ITT planned for completion w/c 29/02/16; PM and Procurement Manager assisting Business Lead to complete ITT.

 

Issues

  • Delay to timeline due to completion of supplier demonstration scenarios.
  • Project Board requested rewording on some of the mandatory requirements, particularly regarding data migration.

 

Next Steps

  • Complete and issue ITT, and fix timeline for procurement.
  • Review current risks with Project Board.
  • Agree contingency plans for current platform as procurement and subsequent implementation delayed.

The project current status is AMBER due to additional delay on timeline.
