Commentary
The programme manager considers that overall the programme is GREEN, as all projects which were not withdrawn will be delivered this year and within the programme budget.
It is expected that the HR Balance row will reduce further from the current 42 days as the 30 days set aside to deliver reports not delivered under HRS077 are expected to be produced through another channel.
This further reduction will result in an increase to the average monthly utilisation rate.

With the postponement until future years of the upgrade of Erecruitment to Oracle 12c, there are a significant number of days remaining in the balance row which are currently unallocated. These days are expected to be returned to the portfolio, with the agreement of he programme owner. New in-year projects should fall under the compliance category.
