Section One: Programme Commentary, RAG and Resources Update

Commentary

The areas of importance identified for CSE in 2014/15 and the latest status on each are:

  1. Supporting College plans on improving Data Security: IS Apps Project is not now needed due to support already given by the Programme Manager to CCPAG Working Group.
  2. Timetabling XML Data Feed for Schools
    • April 2015 Bruce confirmed that this is no longer required at all by CSE due to a change in management in Informatics who no longer wish this feed. No further action.
  3. Student data feed from EUCLID to PURE
    • Project PGR Feed to PURE Phase 1 - PGR Students as Persons now in progress as RES060, and will include some of the functions that were going to be in "AP45-027 PURE - Integration with EUCLID (PGR student data) - Phase 2 - PGR students as Users (Self-service)", which is withdrawn as a separate project. Further information is in the Research Programme.
  4. SCE004 Seminar Site project completion
    • The project is now closed, and no further work from IS Apps is expected until a checkpoint with Bob in late July to determine how the adoption is going, and whether the site should be decommissioned in 15/16 (at the end of the year pilot) or whether further work should be done to turn it into a supported service (as it is not currently).

A number of other areas of importance were identified in November, actions are updated in the CSE Actions Log and below is the latest status summary:

  1. 5. Athena SWAN data
    • Proposal suggestion from June Bell: the UHRS absence management proposals referenced below also cover maternity arrangements. The Payroll Programme Manager has confirmed that Payroll would be available to start the analysis earlier than hoped, now in June/July, and so this proposal will go ahead as soon as a project manager is identified. The 15d expected to complete this year for AP45-079 Ring Fenced Allocation for CSCE below is for this work.
  2.  6. PDR Data
    • This was to be incorporated in the Learning Management Project: the Staff Development Steering Group recently had a discussion on this (June Bell attended for CSE), and there was no strong desire to implement a big system. Consequently the project that was in this year has been withdrawn, and there is a proposal suggestion in Annual Planning for a Learning Management Business Case in the HRS programme but not until in 17/18.
    • Note that there is a project in progress in SSP, SAC041, Postgraduate Research - Student Life Cycle, which aims to deliver an Annual Review process for PGR students in line with the form currently required, which will support some of the desired outcomes from CSE.
  3. 7. Recording Training
    • As for PDR completion above. UHRS are looking across programmes and portfolios to understand current demand and are aware of 3rd party solutions some business areas are already implementing. CSE have been invited to these discussions. No further action.
  4. 8. Absence Management
    • UHRS have withdrawn the separate proposals for absence management and instead included this in the business case to upgrade the HR & Payroll Systems. The implementation of absence management is likely to be included in the deployment scheduled for late 2018, subject to approval of the business case. No further action.

There is potential for some funded work with GeoSciences, related to a "Digitising Scotland" project - this will be discussed futher in June.

Resources

As in previous months the budget for the programme code SCEP01 in the resources table below is over that which would be expected at this point in time. To avoid the programme being over budget 3d is retained on the balance row as reflected in the Resources table.

The Resources table below is showing a balance of 3d, however it should be 8d as 5d have been transferred from ISG to fund the additional 5d effort estimated for the Virtual Edinburgh Business Case Support. The days have been transferred to the portfolio but have not yet been assigned to the project; the overall budget will be reflected as 105d when the 5d are assigned to the project. i.e. of the 23d remaining in the Ring Fence, 15d is estimated for the Athena SWAN data, and 8d is yet to be allocated.

RAG & Forward Look

This now includes a draft plan for the work into 15/16 for discussion, please see notes on current plans for 15/16 below.

Notes on Current Plans for 15/16

  • 25-30d of the 15/16 CSE Ring-Fence Allocation has been offered to the Research Programme to enable the RMAS to PURE Integration work in RES057 to complete.
  • University Seminar Site - the pilot is currently running, it has been live since January 2015 and is due to run for a year. If the pilot goes well then it is likely that work is needed to turn the pilot into a centrally supported service with some functionality enhancements. If the pilot does not go well then the site would be decommissioned.
  • Athena SWAN - if it is possible to capture the data fields required in the Automation of Maternity and Paternity Pay Calculations project then some additional effort would be needed to enable that project to complete. If it is not possible to do it jointly, then a separate project would be needed to enable the data to be captured for the next submission period.

Please see commentary in Section One above. It is expected that the SCE Ring Fenced days will be used for the Athena SWAN work, to be able to initiate the analysis in this year. As 8d is not yet planned this is AMBER.

    • Discuss Service provision with Martin Morrey - 3 service options to be included - complete, 3 service options discussed and estimated
    • Discuss MyEd needs with Melissa Highton - needs for MyEd to be included - meeting scheduled for late June
    • Discuss alternative options with Virtual Edinburgh group and estimates with EDINA & IS Apps representatives - 3 options to be included and estimated - partially complete, alternative options drafted and initial discussions held, further work to be completed in June
  • Amend project plan, budget and milestones correspondingly, the milestones below no longer reflect the recent request above - complete

Issues

  • None - budget issue has been resolved, with 5 additional days being transferred to SCE, although this is not yet reflected against the project.
