Scope

This project will progress the work required to ensure the University meets its legislative obligations for applying any Tax or other annual compliance updates for Oracle HR & Payroll. This is a standard recurring event (although not multi-year) to meet HM Revenue & Customs requirements.  There is a significant IS and Business Partner input, to ensure the HRMS application has been updated to the appropriate legislative status, and to complete the actual Tax Year End.

In addition, Oracle require that the appropriate patches (RUP 7) must be applied before Legislative Patches. The RUP 7 (and any pre-requisite patches) are normally applied around Christmas/January before the legislative patches are progressed by Mid March.  This is required in order to remain supported by Oracle.

The scope of the project will be to include;

  • Any HMRC tax patches issued by Oracle
  • Up to date Oracle security patches
  • Updates to P60’s
  • Any Legislative updates required by the March 2015 Budget

Business Objectives 

  1. To ensure that the University remains compliant with UK legislation by March 2015”
  2. Ensure that all agreed security patches are applied to Oracle HR & Payroll DEV, TEST and LIVE by end May 2015. 
  3. Enable the University to issue P60's to all staff and pensioners by end April 2015. 
  4. Comply with any Legislative change resulting from the budget anouncements in March 2015

Project Deliverables

This project will deliver;

  1. Cloned development and test environments on the same database release as the live environment
  2. Created and applied list of patches to DEV, TEST and LIVE
  3. Fully patched DEV (as agreed under deliverable 2)
  4. Fully patched TEST (as agreed under deliverable 2)
  5. Fully patched LIVE (as agreed under deliverable 2)
  6. Updated P60 form (either the Oracle or UoE bespoke form) for any 14/15 changes
  7. Applied Oracle patches arising from the UK Budget of March 2015 (if required).

Success Criteria

All UK legislative requirements are met and Oracle HCM functionality is unaffected

Project Boundaries / Exclusions

  1.  This project will not progress any patches that are released by Oracle after April 2015, other than those legislative requirements raised by the March budget.
  2. Any in-house configuration out with the modifications of the P60 form will be considered out of scope of this project.

Project Assumptions and Constraints

  1. HRS081 Database Migration is completed in December 2014 
  2. HRS081 completes by copying/cloning Live to Dev so that the Annual Maintenance project is ready to start applying patches in Dev in Jan-2015
  3. Oracle RUP 7 patches and any related bug patches have been released by Oracle
  4. Project Milestones have assumed that 2 weeks testing is sufficient  for the TEST stage
  5. P2 TYE changes are released by Oracle during the first week of February 2015
  6. Only critical patches required for EOY (End of Year)/SOY (Start of Year) will be included in this project
  7. JAVA 55 will be rolled out in December 2014, so that there should be no JAVA patches to apply before Tax Year End
  8. If the security patches cannot be accommodated along with Phase 2 TYE work they will be delayed until after the TYE Phase 2 milestones have been met.
