Continued escalation to ISG SLT following the BA resource on CAHSS project were assigned to a higher priority programme in October. Three month contract PM has been approved but BA resources are still unavailable.
Working on mitigation to address the highest risk around End Of Life (EOL) applications. A move to the cloud has been identified as the preferred solution for CLASS, with a in situ update of windows server as contingency plan. The contract PM will support COL in working with the supplier to get this in place as quickly as possible. This will be done in a small separate project. This will reduce the risks to this larger project.

Project Initiation has been delayed because the BA resource on CAHSS project were assigned to a higher priority programme in October.
There is currently no PM or BA resources available to take this forward. The delayed start will impact most on the work to identify an upgrade path for End Of Life (EOL) applications like CESAR, CLASS. This could leave COL vulnerable due to reduced support to these applications, see issue PICCL 1: Project start delayed due to lack of PM and BA resources.

Identify PM and BA resources. This depends on contractor backfill being approved and success of ongoing staff recruitment.

RAG Commentary: Issue: The project was meant to start in October but initiation has been delayed because BA resources were assigned to the higher priority CORE Systems Programme in October. BA resources are still unavailable and no start date can be set until we can secure a senior BA. Impact: Further delay to the start date will impact the business as their availability decrease over the busy summer period, and this increases the risk that the business analysis can't be completed before before July 2020 and will delay the work to next session. Steps to resolve: Mitigation has been identified for the most significant and immediate impact of not starting this project which is the EOL of Windows server 2008 for CLASS. A new project is to be started to support a move to the cloud if this can be done within the next 3-4 months or an in-situ upgrade if the supplier can't support our timeline for this move. Review of BA assigned in CORE is due mid January with a possible return to Project Services at the end of January. Recruitment of BAs is ongoing but start dates are yet TBC. Once a BA has been identified, a start date for the project can be set and the status reviewed accordingly.

Change Status

Change Commentary: A new smaller project will be started to move CLASS to the cloud. This reduces the scope of the original project which aimed to identify migration paths for several applications, one of them being CLASS, which will no longer be needed.
