Section One: Programme Commentary, RAG and Resources Update

Commentary

 

The STU programme is RED, as 1 project is RED and 2 of the projects are AMBER

Resource conflict across IS Apps Software Dev team for both STU264 and STU260 for the UG & PG Degree Finders enhancements and security strengthening work has been resolved by recruitment of a new developer with php skills. This has allowed the STU264 work to accelerate and the STU260 work is now resourced - although already delayed from earlier in the year

The burn-rate of IS Apps actual spend across the STU projects for 18-19 is at 75% of expected budget - partly through availability of IS Apps resources - risk of some work planned for 18-19 being pushed into start of 19-20 with budget impact on 19-20.

  • Closure lessons learned meeting held
  • Closure report has been updated and signed-off
  • Project sponsor, business lead and senior stakeholders have all agreed project should be withdrawn, except IS Apps production management
  • Project will be withdrawn - once IS Apps Dev tech have done a code review to confirm if any legacy code should be disabled / decommissioned in DEV, TEST and LIVE to  tidy environment and not leave behind legacy code

    • Purchase Order issued after further delays
  • Implementation 
    • The project has now been assigned an Implementation Engineer by the supplier, and first meeting is scheduled for 3rd March
    • Access to the cloud based system has been received
    • User access for the main business users has been set up for
      • the application  
      • the supplier on-line help portal

Issues

  • A further delay in preparing the Purchase Order was encountered due to the requirement to increase the  authorisation level for the individual completing the order
  • A project plan for the implementation has still to be established.  However, it is anticipated that this work can commence after the initial meeting with the Implementation Engineer

STU260 CAM  Degree Finders - Options Appraisal

Achievements this period

  • The work on the security strengthening package has been replanned and resource booking request re-submitted to IS Dev services

  • IS Dev services have recruited a new developer with php skills , so pool of php developers within IS Apps has grown

  • New developer assigned to the STU260 dev tasks - starting from 19-April

Issues

  • Dependency on STU264 - the urgent small enhancements to the UG & PG degree finder should be delivered first via STU264, then the security work can be delivered after STU264 goes LIVE
  • Security Strengthening work package:  - resource request rejected prior to new developer starting - resource requests have been pushed into April / May 19 and re-submitted 
  • Options appraisal work package : -Dependency on SEP SAS PCIM analysis & SRA analysis - the future PCIM / SRA Website solution may not provide a complete end-to-end solution for CAM for all marketing data associated to Programmes.  
    • STU260 should attempt to understand the potential size of any gap , so that Service owner (CAM) can make a bid for additional funding / submit business case to SEP for another future project
    • initial response with answers to STU260 questions received from Emma Rowson (SEP), fuller details will be available after  Feb 2019 once initial PCIM analysis complete.

Next Steps

  • Get resources booked  to deliver the  security strengthening dev work for both the UG & PG applications
    • initial estimates are that the work is relatively small , so it is recommended that it is delivered as a work package within STU260 rather then spinning up a separate project to do the security work
    • STU260 resource bookings submitted and assigned
      • developer to write  system design document for proposed security changes , then seek IS Apps sign-off for proposed changes
      • make security changes and test
      • deploy changes to Live
