Commentary

 

The STU programme is AMBER, as 3 of the projects are AMBER

Emerging resource conflicts across IS Apps Software Dev team for both STU264 and STU260 for the UG & PG Degree Finders enhancements and security strengthening work.

The burn-rate of IS Apps actual spend across the STU projects for 18-19 is below budget - there are resource conflicts  within IS and business areas , and other blockers stopping work from being completed.

Section Two: Projects Not Started

 

All currently approved projects are in progress.

There will be a  follow-on project for  Records Management  in 18-19 to implement the recommendations from STU263, subject to outcome of the options appraisal , and availability of sponsor funding and business resources

AP89-034 Implement Information request planning monitor tool (FOI and GDPR compliance) 

151 days effort is set-aside for the IS Apps work to support the implementation of the new system incl project management / business analysis / system integration - as required.

STU252 - Worktribe BI Suite Universe - Research Management BI MI Enhancements

Achievements this period

  • Project has been suspended since 13-July 2018
  • The Business team have confirmed that they now have a viable alternative solution for reporting that has been built using Microsoft Power BI against the raw Worktribe BI Data extract to produce KPI reports and other useful reporting
  • The Business lead and project sponsor don't want to invest any more effort in the BI Suite universe solution
  • It is now proposed that the STU252 project is withdrawn
  • Draft closure report has been written

Issues

  • Open - Lessons learned to be documented in the closure report
  • Unresolved - UAT testing failed - could not get the figures to match in the BI Suite KPI reports and the existing KPI reports
  • Unresolved - UAT testing failed - could not replicate the user permissions model as implemented in the Worktribe application , in BI Suite.
    • Risk that BI suite users could get access to a wider set of data for other research projects that they were not entitled to see.
      • Workaround  of providing no org unit data restrictions to small group of super users / managers in the centre has been rejected by Business lead
      • Workaround explored with IS Service Management of applying row level permissions within BI Suite , but doesn't look like this would work for  IGMM and Roslin, nor would complex data structures with collaborative projects with multiple budgets for each Org unit

Next steps

  • Lessons learned meeting scheduled on Wed 13th March  - with Damon Querry, Kelvin Clark, Dave Berry , Danny Emerson, Geir Granum, John Chan, Jamie Thin - to feed into future BI / MI and Enterprise Data Warehouse projects
  • Complete final closure report and close project

Dev Services have been scheduled to handover the frontend design and build to LTW on March 8th 2019.   This will be used in subsequent planning once SEP has taken the demonstrator on.  The timing for this is estimated to be July 2019 when sufficient resources become available.

Procurement 

  • The contract signature has been completed by both parties 

Issues

  • Delays have been encountered in setting up the supplier on the Finance system due to incomplete documentation supplied by the supplier.  This has now been resolved, however, it has further delayed the creation of the purchase order.
  • There is now the requirement to re-plan and estimate the project.  However, this cannot be completed until the purchase order is processed and the supplier provides an Implementation Engineer

STU260 CAM  Degree Finders - Options Appraisal

Achievements this period

  • IS Apps / USG - 3-year planning meeting held with senior stakeholders , and replacement of UG & PG Degree finders was discussed 

  • Rough estimate of costs to replace the UG & PG degree finder was shared with IS Apps management to help with the 3-year planning discussions

  • The work on the security strengthening package is on hold , pending availability of IS Dev services resources after STU264 has been delivered

Issues

  • Dependency on STU264 - the urgent small enhancements to the UG & PG degree finder should be delivered first via STU264, then the security work can be delivered after STU264 goes LIVE
  • Dependency on SEP SAS PCIM analysis & SRA analysis - the future PCIM / SRA Website solution may not provide a complete end-to-end solution for CAM for all marketing data associated to Programmes.  
    • STU260 should attempt to understand the potential size of any gap , so that Service owner (CAM) can make a bid for additional funding / submit business case to SEP for another future project
    • initial response with answers to STU260 questions received from Emma Rowson (SEP), fuller details will be available from Feb 2019 once initial PCIM analysis complete.

Next steps

Get resources booked  to deliver the  security strengthening dev work for both the UG & PG applications

  • initial estimates are that the work is relatively small , so it is recommended that it is delivered as a work package within STU260 rather then spinning up a separate project to do the security work
  • make bookings with the S/W dev team to start after STU264 has gone live

Achievements in Last Period

  • Compliance JIRAs 19 and 20 have been tested and deployed to LIVE with no issues.
  • Milestones re-aligned with the proposed developer availability

 

Issues

  • Due to demand from TEL058, a developer conflict has arisen and the developer is no longer on STU264. TEL058 is the Learn to the Cloud project, it has a hard deadline and is priority 1, which means extra resources are being allocated to it to ensure that it goes live on time. Project meeting regarding resourcing on this has resulted in a new developer to be allocated this project starting at the start of April. This is a new developer to the University so an anticipated learning curve with occur.
  • More JIRAs are being added into support for inclusion to this project. This will increase the project budget so these need to be estimated once we have development resource. These JIRAs will also need prioritised to complete if there is a budget cap. There is a meeting with the business on 05/03 to discuss this and the resourcing impact.

 

Next Steps

  • Re-resource the project to commence in April
  • Prioritise the remaining JIRAs
  • Re-estimate the existing and remaining JIRAs (April) with the new developer
