Commentary

Overall the STU Programme is RED   because it is now confirmed that  several projects did  not complete  within 17/18 and several projects are RED or AMBER at this time.

STU252 - BLUE  - suspended

Achievements in Last Period

  • Project suspended
  • Business lead has agreed Project should be formally suspended while the RIS team evaluate the use of Power BI against the raw BI Data extract as alternative to the STU252 Star schema and BI Suite Universe
  • Alternative technical solutions to apply org unit permissions to the BI Suite universe reviewed - none are operationally attractive
  • Other project tasks on hold , pending outcome of discussion on scope and priorities
  • Business lead has discusses priorities with the key business users at the operational group

Issues

  • Open - No agreement on Scope change re. Org unit permissions
    • Initial proposal of providing no org unit data restrictions have been rejected by Business lead
    • Workaround explored with IS Service Management of applying row level permissions, but doesn't look like it would work for  IGMM and Roslin, and complex data structures with collaborative projects with multiple budgets for each Org unit

Next Steps 

  • Agree suspension period and criteria for either withdrawing the project or reducing scope and completing the revised scope.
  • Propose review within 3-months time by  end of Oct 2018 - Decision point for Business lead and Project sponsor

Achievements this period

Good progress was achieved in terms of the technical deliverables of  the the project.  The search widget was designed and built and is capable of being incorporated onto any of the universities web pages.  This proof concept (POC)  is capable of being further developed and implemented as a minimum viable product (MVP) when the underlying data is of suitable quality. 

There are technical issues with getting the right data in the right format from the Funnelback collection.   Rectifying this problem will delay the the delivery of the application and the impact of this means that it will not be possible to deliver the project to the agreed plan.  The Funnelback issues are being supported by the vendor.  At the same time,  the data quality of staff profiles held within Pure are inconsistent and some of the key data is missing.  This means that data being delivered to the search results page is not at the level that could enable the application to be deployed in production.  Both these issues prevent the search application from going live at this time.  Risks and issues are raised to cover these problems.

Notwithstanding this, development work is ongoing with Funnelback by the LTW team and Student Recruitment  are continuing to drive data and standards development beyond the end of the project as both of theae areas are of strategic interest to the teams.   Aditionally, further funding is being sought b Student Recruitment, through a number of channels, to complete any remaining search result page development.

Student Recruitment are also driving forward with standards guidance and policies to improve the quality of staff profiles to enhance the supervisor search journey and ultimately the data quality.

As this is a core funded project it is not possible to move funding into the new academic year the project will be closed.

  • Procurement Activity
    • DPIA presentation produced by the project sponsor and the Accessibility officer for the Bidders Conference.   However, having arranged for the Bidders conference to be held on 11th July, no interest was shown by any of the potential suppliers in the Bidders conference
    • The ITT process closed on 20th July resulting in 4 tenders being submitted
  • Tender Review Process
    • Review of mandatory questions commenced
    • review of accessibility questions  commenced

  Issues

  • Noted that the Desirable Questions had been duplicated in the mandatory Qualifications envelope.  Subsequently removed by Procurement
  • Requirement to clarify submission details with 3 of the 4 bids

  • Project closure milestones have had to be reset as a result of the Business Project Manager being on annual leave and the IS Project Manager leaving the University
  • A new IS Project Manager is in place for closure activities and is coming up to speed

  • Achieve sign off against both delivery and closure milestones.  Note it is believed that the delivery milestones were achieved and that they were not signed off.  Project Manager to review with Business Project Manager as soon as they are available.

STU260 CAM  Degree Finders - Options Appraisal - PhP End of Life migration path - proof of concept

Achievements this period

  • Discussion on scope and funding progressed  and escalated within IS.

Issues

  • No approved scope, budget or milestones.
  • The project is currently without a project manager since the departure from the university of the previous project manager
  • The programme manager  escalated the risk to the programme that this work could not be progressed and has arranged a meeting between the business and IS section heads in September 2018 at which a way forward is to be discussed.

Next Steps

  • Agree way forward with Business and Section heads in September 2018
