The Programme Commentary

Overall progress within the Programme is as follows :

  • RES069 - Deployment Review sign off complete, chasing final sign off from Dev Tech, Closure report delayed due to PM on Annual Leave
  • RIS005 - Agreed change of milestones with Project Sponsor however there has been a request from IS Applications Governance process to gain agreement from Production Management. Concerns that the Terms and Conditions remain unsigned after 2 months 
  • RIS006 - Deployment to Live completed on 30th May
  • RIS007 - Milestone and budget review following un suspension. TomCat upgrade completed
  • RIS008 - Progress with Business Requirements and As-IS and To-be processes

Discussion around new  'in year' project to cover Worktribe upgrade to v3.1 in advance of new patching process and change freeze restrictions in September, review of budget required to facilitate the commencement of this project.

Concerns around RIS007 budget position for 19/20 project activity, Programme manager is reviewing with Head of PMO and Head of Production Management to clarify funding for next year.

Activities completed
  • Completed final production handover activities 
  • Review of remaining JIRAs and re- allocation where required to RIS007
  • Deployment Sign off review completed chasing final sign off from Dev Tec h resource

Issues

  • Due to PM annual leave project closure delayed to June, milestone requires to be extended to mid June.
  • Additional 4 days effort required to complete project this was due to extra effort required during deployment to resolve capacity issue

The project status is AMBER as closure milestone requires to be moved out by 3 weeks due to PM annual leave.

  • Terms and Conditions still being progressed by Procurement and Legal
  • Revised milestones agreed by Project Sponsor
Issues
  •  
  • Remaining milestones have been agreed to be removed and earlier closure date by Project Sponsor however on submission to IS Applications Governance this was not approved as they have asked for review by Senior Supplier and Production Management. As this project does not have a Senior Supplier role the Project Manager will review with Head of Production Management and resubmit revised milestones
  • Concerns around Terms and Conditions timescales to complete and also impact of non development of accessibility requirements by supplier, this has been flagged to Project Sponsor and Procurement Manager

The project status is AMBER this is due to the revised project milestones e.g. earlier closure date not  approved at Internal IS Application review, stating agreement required from Production Management for removing implementation stage of project.

Achievements in Last Period
  • Milestone and scope changes (GDPR work and Cloud Portal work) approved by WIS 17 May.
  • Re-estimate of project including additional scope item submitted to WIS 31 May .  Additional information in project page (https://secure.projects.ed.ac.uk/project/ris007/status/9).
  • Work in Tomcat upgrade has completed .

Issues

  • Project budget re-estimation yet to be confirmed.
  • Resources yet to be confirmed.  Development Service Resource Co-ordinator asked for update 4 June 2016.

Next Steps 

  • 5.13 DEV upgrade is in progress, due complete 5 June.
  • Thereafter Test platform will be upgraded to 5.13.

The project status is AMBER due to the following:

  • Budget increase requested 31 May due to re-estimation and scope increase (PureINT Interface de-commissioning work).
  • Scope has increased to cover additional work.
  • Resources not yet confirmed.

Achievements in Last Period
  • Business analysis hand over completed 
  • As-Is and To-0Be processes refined with feedback from GaSP
  • Business Requirements progressed
  • The process of refining the ToBe processes, which will include the requirements, is taking longer than expected. A revised plan which includes interactions for this refinement has been agreed. As a result, the project budget and plan has been revised and approved.

Issues

  • The As-Is processes, requirements and revised options paper have not yet been circulated to Core Systems and Enterprise Data Warehouse teams. There is the risk that this could result in considerable discussion and points of view that require more time to clarify.

Next Steps 

  • Progress and complete To Be business processes
  • Business Requirements document to be finalised
  • Revised Options paper produced including revised costings
  • Enterprise Architecture produced
