Programme Commentary

Overall RIS programme is progressing  with the following  projects : -

  • RES069 - PURE Upgrade to New Project Model - this project is now RED due to a number of issues raised in DEV, problems with code delivered by Supplier and resource conflicts. Also impacting the planning of RIS007 Pure Upgrades 5.13 to 5.15, this has been escalated to senior managers for discussion and aid resolution.
  • RIS006 - Worktribe Upgrade v3 - being impacted by BAU hotfix implementation
  • RIS005 - Ethics Tool Procurement - ITT submitted and out to tender 7 notes of interest so far
  • RIS008 - REF2021 Data Requirements Analysis - project has been initiated and funded via Digital Transformation

PRAF approved, vacancy advertised with Closing date 30th November,shortlisting completed and interviews will take place on 12th December. Until this is completed and starting date agreed we will require an extension to current contract PM especially to cover live deployment of UPM during January / February 2019.

A new risk has been raised to highlight potential business resource limitation and impacts when Core Systems programme commences implementation delivery which may have an impact on project / programme delivery as resource commitment unclear at present.

Activities completed
  • Rollback of application (post-Elsevier changes)
  • Further development changes and SAT within DEV to resolve bug issues with conversion jobs
  • Outstanding JIRA's have been prioritised accordingly
Issues
There are three issues to report at this stage:
  • The development work has not been completed and requires additional effort which has impacted project timescales and with no Software Development resource available a resource conflict will need to be submitted to WIS for approval - PICCL 18
  • There is no Development Technology resource available until early January 2019 due to accrued annual leave - PICCL 19
  • The project has had to rollback the application on several occassions due to functionality not being available or bugs being present.  This was investigated by Elsevier and whilst releases were provided this still did not resolve all issues until the latest version within DEV; this has impacted on budget resourcing and the project plan - PICCL 21
Next Steps
  • Resource conflicts presented to WIS for Software Development and Development Technology to secure resource
  • Scope of the development to be defined and approved for delivery of the UPM
  • Project to be re-planned and PICCL to be submitted to business and WIS for approval
