Section One: Programme Commentary, RAG and Resources Update

Commentary

Overall the USG Other Programme is GREEN, as it is expected that planned essential work can be completed in this year. This is GREEN with the note that the utilisation rate is low due to:

  1. Clearing work that is not due to start until May (35d).
  2. Work identified in USG008 to replace the Freedom of Information application, which will start as soon as possible when initiation is agreed (83d).
  3. An increase in contingency held within the USG Other Programme (32d as programme contingency and 55d as portfolio contingency).
  4. If the above 3 items are removed from the budget the utilisation rate is running at 104% for the year to date.

USG002 - AMBER - due to delivery date extension by 1 month to allow vendors to make last-minute changes in case of changes from ICO. The risk remains for the potential that consent may need to be sought if legitimate interest is no longer a viable proposal.

USG005 - DELIVERED - implementation project in progress as STU258.

USG008 - AMBER - late emerging issue with physical end of life of database server after completion of draft report and closure means analysis to be reviewed and potentially updated with slight delay to delivery of report and closure. No significant impact as the identified follow-on work is planned.

Multi-Project Balance Row USG Application, Infrastructure & Database End of Life Compliance

There is a need to identify applications, databases and infrastructure which will come to the end of their working life in the next 3 years, and to plan upgrades, migrations or replacements accordingly.

This work has started in October for business analysis in USG008. A number of areas for further work have been identified, and discussion is being undertaken on how best to undertake these. These will be initiated on a call-off basis from this balance row where a need is identified for work in 17/18 during USG008.

This is AMBER due to the change in allocation from 153d to 83d as:

  1. The work on the LAMP moves has been planned for 19/20.
  2. The FoI replacement has been planned for 17/18 continuing into 18/19 as there may be a need for a procurement. Budget has been retained for this work to start as soon as Records Management and Project Services agree that it can be initiated.

Dependencies

Clarity on end of life position from Production Management for each component of the architecture.

Discussion with Service Excellence regarding planning and timelines for USG applications in SEP scope.

Clearing 2018

Plan

The University will likely enter UCAS clearing again for 2018 with places being available to prospective students from Scotland and the rest of the UK (rUK)

The project will start in May 2018 to ensure we are ready.

Decision from the University to enter Scottish and rUK Clearing in 2018.

  • End of analysis stage - completed, however Issue 4 raised which may mean revisions are needed
  • Sign-off of  in-scope systems list - completed
  • Closure report drafted - Issue 4 raised which may mean revisions are needed

Issues

  • OPEN - AMBER due to delay to dates currently agreed for completion of short report and closure due to emerging issue with physical end date of server Issue 4 meaning work may be required in this year.
  • CLOSED - delay to closure has meant that there had to be a handover to a new PM for remaining work: Sheila Fraser.

Next steps

  • Revise short report with outcome of discussion raised in Issue 4
  • Revise closure report if required following final version of short report
  • Determine impact on mid-year review outcomes as estimate changes have already been completed as a result of this analysis (prior to Issue 4 being raised)
  • Determine impact on 3-year planning, as estimate changes may be required
