Section One: Programme Commentary, RAG and Resources Update
Commentary
Overall the USG Other Programme is GREEN, as it is expected that planned essential work can be completed in this year.
USG002 - RED - reduction in estimate from 70d to 40d due to work on portal by 3rd Party Vendor. The risk remains for the potential that consent may need to be sought if legitimate interest is no longer a viable proposal.
USG005 - AMBER - delay to closure date to January 18, no issue: implementation project initiated as STU258.
USG008 - GREEN - analysis work in progress and on track.
RAG & Forward Look

Resources to end of December 2017
AP78-093: the cell highlighted in green reflects that this multi-project balance row contains a project to initiate the FoI replacement may need to be started in 17/18, plus the move of existing applications to the new LAMP/WIMP infrastructure. It has subsequently been agreed that the LAMP/WIMP moves can be accommodated in planning for 19/20 and so this effort will be removed ahead of the next report.
USGP01: the cell highlighted in yellow reflects that not all of the budget for portfolio management is expected to be used in 17/18. This is due to a higher proportion of Portfolio Manager time being allocated to SEP than in other portfolios, and a lower proportion of support being allocated to USG. Although true for 17/18, this may not continue into future years. It is proposed that 45d is moved to the USG portfolio balance row.
USG002: as noted above the estimate will change from 70d to 40d, and so 30d will be returned to the balance row.

PlanThere is a need to identify applications, databases and infrastructure which will come to the end of their working life in the next 3 years, and to plan upgrades, migrations or replacements accordingly. This work has started in October for business analysis in USG008. A number of areas for further work have been identified, and discussion is being undertaken on how best to undertake these. These will be initiated on a call-off basis from this balance row where a need is identified for work in 17/18 during USG008. This is AMBER due to the change in allocation from 175d to 153d for USG008. It is also AMBER as there is a potential reduction in the estimate due to early indications of work required in 17/18. The expected work is related to the replacement of the FoI application and is dependent on a number of factors. Other work identified as being needed in 17/18 for the LAMP/WIMP infrastructure moves may now be undertaken in 19/20 and so is not required in this year, reducing the effort expected. PlanThis project is to provide a basis of days on which a call-off can be made for areas of priority for USG, in a similar manner to that of the ring-fence for the Colleges. As such there is no immediate clarity on the scope, this is most likely to be a number of small pieces of business analysis, with potential follow-on work dependent on the outcomes of the analyses. This is AMBER due to the change to the proposed start date to April and the reduction of effort from 100d to 60d. DependenciesNone known. |
