Section One: Programme Commentary, RAG and Resources Update
Commentary
Overall the USG Other Programme is AMBER, as there are two potential projects that may need to be included in the USG portfolio for completion ahead of the May 2018 GDPR deadline that are not currently in the plan.
- There was a project originally anticipated in the 17/18 plan for Records Management - Request Handling Monitor Updates that can actually be done in 18/19 and so is in the plan for 18/19. As a result of this delay there is an emergent need for changes to the current FOI application. This need has been investigated, and has resulted in identification of a likely small project to make changes to the current application for new request types and for how the response due date is calculated. This project work may be undertaken within the STU programme. Risk 14 raised.
- Records Management have raised a potential need for a secure encrypted way of sending out responses to information requests for GDPR compliance. This is as a result of a best practice recommendation in the GDPR that "...where possible, organisations should be able to provide remote access to a secure self-service system which would provide the individual with direct access to his or her information (Recital 63). This will not be appropriate for all organisations...". This project work may be undertaken within the STU programme. Risk 15 raised.
USG002 - GREEN - the project is continuing into the Analysis stage with legitimate interest as the working principle, and risks raised for the potential that consent may need to be sought if this should change.
USG005 - AMBER - the negotiations are taking longer than expected so delaying the expected closure and subsequent implementation work. The estimate has reduced from 50d to 38d.
USG006 - GREEN - there has been a slight delay to closure sign-off, the estimate has reduced from 44d to 37d.

Resources to end of August 2017
The table below reflects a surplus for USG005 and USG006 - the estimate for both these projects has subsequently reduced. For the sponsor funded project USG005 the programme budget will reduce correspondingly, and for the core funded project USG006 the surplus will be retained on the balance row in the expectation it will be allocated as described above.

PlanThere is a need to identify applications, databases and infrastructure which will come to the end of their working life in the next 3 years, and to plan upgrades, migrations or replacements accordingly. This project is expected to start around October for business analysis, however this could be started later to enable smoothing of resource demand where appropriate. The status is AMBER due to the need to clarify which applications require to be reviewed. DependenciesClarity on end of life position from Production Management for each component of the architecture. A view of future work from Service Excellence would also be helpful though not essential for this work to start. |
USG Business SupportDiscretionary Planning: November 2017 Delivery: July 2018 RAG StatusGREEN |
PlanThis project is to provide a basis of days on which a call-off can be made for areas of priority for USG, in a similar manner to that of the ring-fence for the Colleges. As such there is no immediate clarity on the scope, this is most likely to be a number of small pieces of business analysis, with potential follow-on work dependent on the outcomes of the analyses. This is GREEN as the work is expected to be small, and to fit in with other work as appropriate. DependenciesNone known. |

USG005 Student Alumni PlatformCategory: Discretionary Milestones
RAG StatusAMBER Status is AMBER because final milestones have had to be pushed back by a few weeks. This extension of the milestones is because of the work required to complete negotiations with the vendor taking longer than originally estimated. This is reflected in the revised milestones, which are awaiting agreement with the project stakeholders. |
