Section One: Programme Commentary, RAG and Resources Update
Commentary
The University has determined that it will enter the clearing process again this year. USG006 has been initiated as "Clearing 2017" to support this with Emma McNabb identified as Project Manager.
The D&A Compliance with PECR, Etherington and GDPR (USG002) initiation remains expected in July because the Information Commissioner's Office is still not yet able to answer whether the University will be considered a public body. The D&A team are working with other institutions to jointly petition the ICO for clarity. Risk12 has been raised in relation to the portfolio budget for 17/18 due to this delay.
AP67-071 / USG003 - The USG Application, Infrastructure & Database End of Life Compliance analysis will start shortly as USG003, with the decision on the approach for how to update the php applications as the highest priority. This is estimated at 35d in 16/17, with the balance being returned (RED due to forthcoming reduction in estimate from 85d to 20d).
USG004 - The Edinburgh Global Directory simple approach of trying an upgrade Apache tomcat was partly successful - it identified that it could work on the latest version if an update was also made to the Spring framework, meaning no significant development work would be needed. The project has been re-estimated as 26d in total, with some milestones later, hence is AMBER.
USG005 - The Student Alumni Platform project is on track, with the ITT prepared for issue ahead of the 08 June target date. The project estimate is 50d for this procurement work, with a further 50d expected for an implementation in 17/18.

PlanThis project is to comply with three separate strands of regulatory changes:
The above is core-funded work. In addition there will be sponsor-funded work to migrate to the web based version of thankQ as estimated in USG001. This is GREEN following agreement to delay initiation to July because the Information Commissioner's Office (ICO) has yet to clarify whether HE institutions will be deemed public authorities and, if they are, which of their activities will be covered. This would influence the decision about the legal basis for processing and is a blocker to identifying requirements. The D&A team are working with other institutions to jointly petition the ICO for clarity, and it is hoped that this would be reached before July to enable sufficient time to update the systems before the legislation comes into force in May 2018. This means that the 50d that was expected to be undertaken in 16/17 will now be needed mostly in 17/18. Risk12 has been raised accordingly for potential impact to other projects in 17/18. |

PlanThis project is to identify applications, databases and infrastructure which will come to the end of their working life in the next 3 years, and to plan upgrades, migrations or replacements accordingly. The status is RED as it is now clear that the only remaining work that must be delivered in 16/17 is the Edinburgh Global Directory updates, now initiated as USG005, and so the budget can be reduced accordingly (RED due to forthcoming budget reduction from 85d to 20d, with 6d will be transferred to USG005, 5d retained as contingency for USG005, and 15d allocated for php analysis). The analysis of those changes to be implemented for 17/18 will be started in parallel with USG005. There is work that will be needed early in 17/18, and the analysis should enable this to be identified and prioritised. Following initiation discussions on STU256 it is clear that the decision on the approach for php, including the UG & PG Degree Finders, is the next highest priority. 15d will be retained for this analysis, and combined with the 20d previously released from the STU budget for STU256, to enable initiation of what will be USG003 with an estimate of 35d. |
