Section One: Programme Commentary, RAG and Resources Update

Commentary:

The overall status of the SCE programme is AMBER, with both the College Project Marking Tool  and the GeoSciences project reporting an AMBER status this month.  There are 61 days available to use in 18/19, so options are being considered to make best use of this funding within the constraint of available IS resourcing to the end of 18/19.

During May:

  • Development work continued for the SCE014 project, however the fourth sprint did not complete all items and a fifth sprint is being arranged.  A decision is still required on whether to increase the project scope to move the tool into an IS hosted environment, pending sight of the related requirements, estimate and timescale.  Either way, the project will re-plan its delivery and closure milestones.
  • The planning stage for SCE015 was further extended in order to complete the analysis and secure estimates from IS Development Technology, following a resource conflict within that team and a subsequent resource conflict within Project Services. 
  • Work was undertaken to understand the feasibility of securing resources for the next phase project for PGT deposits.  However, the dependency on core systems is preventing resources from being secured and a discussion should take place to discuss feasibility and next steps.

Section Two: Projects Not Started

Project Info Programme Manager's Commentary

The project scope for PGT Deposits Phase 2 had been agreed in principle, but challenges are being posed with regards to securing the appropriate resources - meaning the project cannot yet be initiated until an agreement takes place.   Discussions are being held with Service Excellence Programme to see if they could bring forward their timeline for delivering deposits functionality under their Finance strand, and to confirm their depedency on the finance elements of the core systems implementation.

A request has been put forward for Business Analysis resource to deliver a small piece of process mapping for the College to look at a system for Student Scholarship requests and approvals.

The proposal for a project to support GDPR was put forward in 2017/18 but hasn't been resourced or started in 2018/19; it's now likely to be undertaken in 19/20.

CSE has a budget of 150 ring fenced days for 18/19; with 89 days assigned to the following projects:

61 days are yet to be allocated.

Achievements

  • Fourth development sprint completed.   Completed tasks approved and signed off.
  • Follow on meeting held regarding recommendations report and future developments
  • Hosting and Recommendations Report work to be progressed.
  • TAD template and example forwarded to developer for completion prior to assessing IS hosting requirements

Issues

  • 4th Sprint didn't complete as many tasks as expected.  This included the 3 + Marker Roles requirement.  Project to be re-planned to include a 5th development spring to close off loose ends.

Next Steps

  • Project to be replanned for 5th Sprint and Hosting work.
  • Fifth development sprint to be commenced. 
  • Fifth sprint review to be scheduled for week starting July 15th due to staff unavailability over the holiday period.
  • Hosting and Recommendations Report work to be progressed.

Achievements this period

  • Handover within DevTech took place and further analysis was conducted 
  • TAD was drafted by DevTech
  • DevTech gathered some data and insights from the current database for the initial analysis

Issues

  • Resourcing challenges in Project Services and Development Technology has slowed progress.  A handover is being arranged with a new project manager, Richard Bailey, as Victoria Weinsberg no longer has capacity.  It is proving difficult to secure continuity in resources in Development Technology due to competing projects and sickness/absence within that team.  Muriel and/or I will confirm with you on this as soon as we can.
  • During planning, a dependency with ITI Infrastructure Team has been highlighted for the provision of the stretched cluster infrastructure.  More information needs to be gathered to establish a realistic timescale for that infrastructure to be in place.
  • The majority of the 20 day approved budget has been used for project initiation and planning.  Whilst the estimate will confirm what's required, the project will soon be operating over budget.

Next Steps

  • Project Clarification Meeting with DevTech, TechMan, Programme Manager, potential Project Manager  to define the Project Scope and initiate the Project Brief
  • GeoSciences & Project Sponsor to receive an update on the further steps
  • Complete the project's end of planning, including estimate and project brief 
  • Confirm Handover between Project Managers
