Section One: Programme Commentary, RAG and Resources Update

Commentary

The CSCE Programme / Portfolio is overall GREEN, as the work agreed is expected to be able to be delivered within the current year.

SCE007, Digitising Scotland Planning: draft documents developed. This is AMBER due to previous delays for 3-year planning, and additionally for delay in being able to speak with NRS due to political sensitivities. Scope, estimate and milestones have been changed to resolve this; the resources table below does not yet reflect this recently agreed reduction in estimate from 15d to 11d (purple circle).

SCE008, University Seminar Site Enhancements: user acceptance testing completed, deployment delayed slightly and now complete. Project due to close in December.

SCE009, Virtual Edinburgh Scoping: project brief approved and workshops and meetings arranged to enable the technical evaluation phase to be undertaken in December/January.

AP56-034 Ring Fenced Allocation for CSCE started the year at 150d. Of this a) 25d has been transferred to fund RES057, the RMAS PURE integration, which is currently suspended and expected to restart in January 2016 b) 22d has been transferred to PPP001, Parental calculations analysis and Athena SWAN requirements, to fund the Athena SWAN analysis elements and c) 35d has been transferred to SCE008 University Seminar Site Enhancements and d) 10d has been transferred to SCE009 Virtual Edinburgh Scoping. Resources

The agreed budget is 140d, reflecting the transfer of 10d to PPP001. SCEP01 is showing 26d of effort to complete this year which is expected to be sponsor-funded as project management support for the Virtual Edinburgh programme, causing the balance to show as -25d (red circled). The corresponding budget increase will resolve the negative balance once the project is initiated in January 2016.

RAG & Forward Look

Notes on Current Plans for 16/17

  • The work on the Chemistry Scientific Instrument Management Business Case in 14/15 has found that if the recommendations are followed then no work from IS Applications would be needed in 15/16, however potential integration work with Finance and Grouper may be needed in 16/17.
  • As the University Seminar Site is still in pilot phase, and will be until summer 2016, time must be set aside in 16/17 to either turn the pilot into a full service with proper documentation and agreed support levels, or to decommission the site.

AP56-034 15/16 Ring Fenced Allocation for CSCE

GREEN

There is now expected to be a matching demand for the SCE Ring-Fenced days in 15/16 to availability. As some of the University Seminar Site pilot is taken forward, then it is likely that that and the Athena SWAN implementation project would take up the Ring-Fenced allocation. Other work may be done where supplementary funding is agreed.

  • Athena SWAN - Payroll have suspended their project Automation of Maternity and Paternity Pay Calculations, which was expected to include the additional data fields needed for maternity for Athena SWAN. These issues are noted in PPP001 (login required), under which code the Athena SWAN analysis is being undertaken. It is currently believed that it will be possible to progress the Athena SWAN component, however this will still need some input from HR and changes to the Oracle application. If HR are able to undertake the work needed then this will be estimated and the project will go ahead in this year, subject to agreement with Payroll and Schools. This is the highest priority for SCE in 15/16 and so is included as a separate project, with the estimate currently standing at 40d for IS Applications.
  • Biological Sciences - have raised a request to support Biosciences Service and Data Hosting via IS Research Services. This would involve enabling an export of metadata records to PURE, and documenting the issues arising in linking metadata records, data files and open access publications. The action is currently with Biology to confirm if funding can be released for a short 10d technical investigation into the feasibility of what is possible, and if there are options. Note: Programme Owner has agreed that 10d could be released for this if it can be done in 10d and there is no expectation of any future funding from this allocation.
  • APIs - there is an interest in developing APIs to centrally held data, if there is a good benefit case for this then work could be undertaken in 15/16. There is a potential to supplement the funding of an Innovation Fund proposal by the remaining 6d (green circle in resources table above), which is currently being investigated.
