Section One: Programme Commentary, RAG and Resources Update

The ITS103 project has been re-estimated and awaiting re-planning. Although not confirmed, it is obvious that there is a substantial increase in the project budget that means the prgoramme/project cannot deliver the APPS database in this year, and that it will not be possible to start any new projects in this year's programme. It will be possible to deliver something from the ITS103 project using available programme budget.

There are a number of actions from the INF104 for the programme to be aware of. These are listed in a dedicated page.

AP34-041 Business Data Recovery and Storage Implementation

https://www.projects.ed.ac.uk/planning/project/140

This proposal will implement the findings of the review of data recovery and storage requirements for IS Applications as part of a wider review by ITI. The review will have outlined the requirements for storage of business data for disaster recovery/backup, archival and replication purposes. The necessary technical infrastructure will have been provisioned during 12/13 period as a result of the review and this proposal will bring the Applications service under the revised process and facilities.

Tony Weir will be developing the brief. The work is temporarily on hold due to conflicts with other priority work, but Tony has confirmed that it will happen in first half of 2014, and that it will be a procurement followed by an installation. The IS Apps effort involved for each project needs re-estimated. Currently this is a Small budget proposal.

Status of this is now set as RED as there has been no progress from ITI, there is less time to complete the project in the current year, and there is now no budget available due to the increase in the ITS103 budget.

Commentary by Programme Manager

The project is marked as RED as the projected budget (still to be confirmed) is now 292 days - 165 days over the last agreed budget.

The date to move APPS to LIVE was postponed due to outstanding Acceptance issues but should be set again within the month. The agreed budget has now been totally used up and the project is standing at 5 days overspent actual. However, the programme manager will advocate using some of the unspent 40 days for the Business Data Recovery and Storage Implementation to deliver the NEWS database. Programme Manager has okayed the continuation on ITS103 to deliver NEWS on this basis.

The Programme Owner and Programme Manager will meet with PM and team to review the new estimates and then decide on approach :-

i) fund the substantial increase  and probably project descope to deliver the APPS database in 13/14. ii) suspend the project until 14/15 and use budget when available next year by descoping something from planned programme iii)  withdraw the project entirely and revert the Apps database back in TEST and DEV Programme Manager will not authorise further expenditure continuation of the project after NEWS is delivered as things stand.

Development Tool Upgrades

Withdrawn on 30/8/13.

https://www.projects.ed.ac.uk/planning/project/141

This was due to impact on programme budget from carry over 12/13 projects.

However, we hope to be able to bring the project back into the 13/14 programme if budget, priority and new estimates allow.

The Division has built up reliance on a number of key products over the years to assist in project and service delivery.

This project would apply relevant upgrades to the following products:

JIRA

JIRA has fallen a few version behind latest version, so it may be this upgrade is required. Whether a proejct is required remain to be re-assessed.

Greenhopper

This is a small task to be done under APP004

Bamboo

This is a small task that should be covered by current Support arrangements.
