Section One: Programme Commentary, RAG and Resources Update

Commentary

The overall status of the HRS Programme is RED , with the GDPR project reporting RED and the HESA project reporting GREEN this month.

During August:

  • The GDPR project re-estimated a mirroring solution to align to an emerging requirement from REF
  • The HESA project ran the final HESA extract in the LIVE environment and started work on data fixes

The budget for the HRS programme for 2019/20 is set at 242 days from core allocation; this breaks down as 16 days for programme/portfolio management, 220 days for the HESA projects and 6 days for the contingency.

  • HRS096 is a continuing project from session 18/19; budget is to be allocated from this session's allocation once the estimated remaining effort has been confirmed.

Achievements this Period

  • Further analysis regarding REF requirements highlighted their need of unanonymised data from 01/01/2007.  This was 7 years earlier than had been expected.
  • Initial estimate of effort to mirror PPIPMI universe significantly greater than expected.  This was due to the evolution of the PPIPMI being such that the mirroring process entailed significant manual effort.
  • Further investigation has indicated a more manageable estimate of effort.  This has to be finalised and raised with HR. 

Issues

  • Budget for effort in 2019/20 has yet to be approved.

Next Steps

  • Agree revised project tasks and timescales to be confirmed and raised with HR.
  • Raise revised schedule at WIS.

Achievements

  • Received the final 2 files from GaSP before the 9-August (8-Aug)
  • Received and ran the final cost centre files
  • Supported running of the HESA return in LIVE
  • Ran the final HESA extract
  • HR have made good progress on the required data fixes
  • HR have completed resolving the majority of errors

Issues

  • None

Next Steps

  • Support running of the HESA return in LIVE, if required
  • About 200 data fixes left and 450 will be covered by the HESA switch
  • HR hope to complete the remaining required data fixes, potentially by 6-Sep
  • Then the 'Submit HESA Return'  milestone can be completed, likely to be prior to 20-Sep
