Section One: Programme Commentary, RAG and Resources Update 

 

Commentary

The programme manager considers that overall the programme is RED:

  • The programme budget has been increased by 44d to fund the additional effort required to deliver HRS094 (HESA)
  • HRS096: The GDPR risk has been realised for eRecruitment: work is urgently required and it is not clear how and whether this can be undertaken in time. HRS096 has been initiated to undertake this work; late timing of starting a project that was not in the plan, lack of availability in project services, and lack of clarity on how this will be delivered mean the project delivery is currently RED.  There is also a risk that the Business lead has limited availability to input to the project, due to conflicts with other work.

The utilisation rate  for the year is low (73% year to date) due to:

  1. Delayed start to HRS094 HESA work: (102d now estimated to complete in this year).
  2. HRS096 GDPR Updates for eRecruitment project initiated with estimate of 40d. Once planning is complete,  it may be that this estimate will increase.

Risks around Erecruitment   An extension to the current contract has been negotiated till December 2018.   HRS will negotiate with Core seeking agreement that the contract can be further extended without the need for an upgrade to SaaS  ( as per Core's new business model) and an agreement was expected to be reached in April.  As a safeguard, a proposal to  plan for an upgrade project has been submitted to annual planning.   However there is a risk that that eRecruitment upgrade may need to be brought forward to start in this year; there is no budget currently available. A decision has not been announced as of May 2018

  • Software Developer completed familiarisation of  the HESA website, HESA extract work, APEX requirements and JIRAs
  • Completed the initial HESA extract build work
  • Completed initial acceptance
  • HR requested work to date to move to Live for first deployment
  • Completed work passed through to Test and Live for HR testing - 31-May

Achievements this Period

JT:

  • Resource conflict for PM escalated
  • New resource plan agreed
  • Handover from Jamie Thin to Chris Orrell

CO:

  • Discussed ideas for project approach with Senior Supplier.
  • Raised for discussion and agreement whether or not the new reports should be delivered as a tactical solution or as part of the Enterprise Data Warehouse.

Issues

JT:

  • Planning milestone missed due to impact of  industrial action  - project to be re-planned.
  • Previous PM had resource conflict with Priority 1 Service Excellence project ( SAS005 Exam Timetabling) - following resource review within Project Services - another new PM (Chris Orrell) has become available and will pick-up HRS096

CO:

  • Two fundamental decisions regarding approach require agreement. Firstly whether anonymisation should be full or pseudo. Secondly whether the new anonymised data marts should be delivered as a tactical solution or as part of the Enterprise Data Warehouse. The difference in required budget for the two approaches could be significant and is one factor to consider.
  • Revised end of planning date of 29th June not approved by WIS.
  • Project Sponsor on leave for two week and this will impact planning.

Next Steps

  • Submit revised milestones to WIS.
  • Agree project approach.  
  • Complete project brief and plan project.
