Section One: Programme Commentary, RAG and Resources Update

During January.

Progress continues to be made on all active projects. 

  • EST080 - HelpDesk Project went live during the month 
  • EST094 - Struxureware Project has successfully completed disaster recovery on the live environment
  • EST097 - Estates Purchase to Payment has commenced

A few project budget changes as noted below,  has resulted the programme budget being increased by 4 days to 1170

  • EST092 - Operational Reports has been increased by 20 days to complete the rollout of the defined projects
  • EST096 - Perspective Upgrade has been reduced by 16 days after completing the planning phase of the project
  • AP56-021 - Archibus Oracle Database Migration has been reduced by 8 days by agreeing to defer this project to 2018-19.  As this is a core funded project there will be no impact to the overall budget as the days will be transferred back to the balance row.

During January, a total of 97 days were utilised by IS Applications across the programme, resulting in a monthly burn rate of 100%, with a year to date burn rate of 93%.

There is still a requirement for the business to clarify if the following projects will be undertaken this year namely;

  • AP67-049 - BIM Strategic Review
  • AP67-052 - Capital Budgeting

AP56-021

Archibus Oracle Database Migration to Oracle 12c

Core Funded

Plan

- project now delayed to be undertaken within 2018-19

- After discussions with both Development Technology and Production Management, it has been agreed that the plan to upgrade to Oracle 12 can be delayed  until 2018-19, providing a minor patch is applied to upgrade to Oracle 11.0.2.4.  It is envisaged that this will be completed as part of the forthcoming Archibus software upgrade project AP67-066.

Dependencies

- should be run as a stand-alone project whilst no other Archibus related activity is being undertaken. Dependant on planning with regards the various Archibus related projects

- will require a large commitment from Estates departments throughout all stages of the project

- will require a significant input from IS Applications Development Technology team and the supplier Schneider throughout the project

AP67-066

Archibus Upgrade

Planning: April 2017

Delivery: July 2017

Plan

- Due to the delay in implementing the Estates helpdesk project, this project has been rescheduled to commence in March 2017

- requirement for the HelpDesk project to be operational

- confirmed that Archibus 23.0 will be available according to the scheduled project start date

- No change after mid-year review in January 2017

- will require input from IS Applications Development Technology team and the supplier Mass throughout the project

AP67-049

BIM Strategic Review

- Discussions with Estates Building Services and Estates Development are on-going to determine if this project should commence.  currently being rescheduled to commence in March 2017

- As part of the mid-year review - awaiting decision from Estates to determine if the project will commence in 2016-17 or be deferred to 2017-18

- will require a large commitment from Estates Building Services and Estates Development department throughout all stages of the project

- will require input from a business analyst

AP67-050

BIM Implementation

Plan

- As this project is dependant on the outcomes of the BIM Strategic Review and given the amount of business activity, this project has now been deferred to 2018-19

Dependencies

- will require the BIM Strategic Review project to have been completed

- will require a large commitment from Estates Development department throughout all stages of the project

- may require external consultancy to assist in implementing

- will require input from IS Applications Development Technology team and the supplier Mass throughout the project

AP67-051

Asset Management

Plan

- project to commence in March 2017

- confirmed that Archibus 23.0 will be available according to the scheduled project start date

- As a result of discussions with the business, the scope of this project will be mainly focused around the development of a solution to capture asset data and subsequently upload into Archibus

- No change after mid-year review in January 2017

Achievements this period

  • With regards the reports scheduled to be delivered
    • OP02 - The business have confirmed that the version presented earlier to the project team can now go live
    • OP03 -  This is now under UAT after being received from the supplier
    • OP33 - This is now under UAT after being received from the supplier

Issues

  • Issues have been encountered with all reports
    • OP02 - Having reviewed the delivered report, the business requested additional scope changes with regard the both the selection criteria and the layout format.  Whilst this work had commenced, it has been subsequently agreed that the original version should now go live and enable further evaluation prior to requesting any further changes.  Some minor work is required to revert back
    • OP03 - Having encountered UAT issues it was discovered that the wrong files had been uploaded to the Test environment 
    • OP33 - Due to resource conflicts in Estates, UAT has been delayed, commencing on 9th February

Achievements in Last Period

Issues

  • The impact on GASP, a key customer for the space subject area needs to be understood. A stop gap solution may be required.
  • The scope of COM029 doesn’t deliver a working set of DEV, TEST, LIVE EDW environments; therefore there will be a follow-on project (as yet undefined) which will deliver further EST093 pre-requisites.
  • The technical and development skills required for the project have been identified as a critical success factor.

Next Steps

  • Conduct project review early March.

The project will report GREEN until such time as a project re-boot is initiated.

Achievements in Last Period

  • Project Brief prepared, approved by Key Stakeholders and WIS on 27 January
  • The supplier, Resolver, has agreed to perform the upgrade remotely on behalf of the University at no extra cost as part of the current maintenance contract. This should significantly reduce project risk.
  • High level plan prepared and initial resource requests have been agreed to initiate this plan.

Issues

  • An initial review of the documentation suggests our reporting maybe on SQL server 2008, though this version is supported by Resolver. This situation to be confirmed which is likely to mean that for any future upgrades this server also has to be upgraded. The risk being that this may have to be done sooner as part of this project.

Next Steps

  • Schedule first milestone review meeting for approval of TAD.
  • Prepare detailed project plan, schedule meetings and testing / training of Estates personnel.
