Section One: Programme Commentary, RAG and Resources Update

During November .

Progress continues to be made on all active projects. 

  • EST080 - HelpDesk Project remains the priority project within the programme. 

The following projects have been completed and have been closed during November 

  • EST083 - Estates Financial Management
  • EST087 - Energy Systems Consolidation

Discussions have been held with starting the following projects 

  • AP56-062 - Energy Systems Consolidation - The project has now commenced and a project manager assigned
  • AP67-049 - BIM Strategic Review - Currently on-going discussions as to how this progress should progress after further discussions with the supplier Balfour Beatty on how they are implementing BIM
  • AP67-033 - Estates Financial Management Purchase to Payment - The project is scheduled to commence in January 2017.  Preparatory work is being undertaken to review roles and responsibilities for the project governance board and project team.
  • AP67-069 - Perspective Upgrade - The project can now commence after the appointment of a project manger

  • AP67-051 - Asset Management - Initial discussion shave been held to determine if this project, whilst dependant on the Archibus upgrade can be advanced

During October, a total of 121  days were utilised by IS Applications across the programme, resulting in a monthly burn rate of 105%, with a year to date burn rate of 81%.

Archibus Oracle Database Migration to Oracle 12c

Plan

- project to commence in July 2017

Dependencies

- should be run as a stand-alone project whilst no other Archibus related activity is being undertaken. Dependant on planning with regards the various Archibus related projects

- will require a large commitment from Estates departments throughout all stages of the project

- will require a significant input from IS Applications Development Technology team and the supplier Schneider throughout the project

AP67-033

Estates Financial Management Purchase to Payment

Planning: November 2016

Delivery: July 2018

Plan

- The project sponsor has directed that the project start should be delayed until the Estates Helpdesk has gone live.  As a result this is now rescheduled to commence in January.  In the interim, preparatory work is being undertaken to review roles and responsibilities for the project governance board and project team

- The project sponsor has confirmed that the project can now commence, but noting some potential resource conflicts due the final stages of the Estates Helpdesk project (EST080)

Dependencies

- will require a large commitment from multiple departments namely; Estates, Finance and Procurement representatives throughout all stages of the project

- will require a significant input from IS Applications Development teams

- may require additional external technical support for any Webcentral based developments

AP67-066

Archibus Upgrade

Delivery: July 2017

Plan

- Due to the delay in implementing the Estates helpdesk project, this project will be rescheduled to commence in February 2017

- requirement for the HelpDesk project to be operational

- confirmed that Archibus 23.0 will be available accrding to the scheduled project start date

Compliance Management Integration

Plan

- project to commence in March 2017

- a number of considerations will require to be made with regards this project, namely;

  • the release date of the next version of Archibus 23.0 will be required to determine possible additional functionality to link the Compliance Module with the On-Demand application.
  • the strategy undertaken by the Technical Services team with regards compliance maintenance

AP67-049

BIM Strategic Review

Plan

- Discussions with Estates Building Services and Estates Development are on-going to determine if this project should commence.  currently being rescheduled to commence in January 2017

- Further meeting held in relation to BIM with representatives from Estates Development, Estates Technical Services and IS Applications and the construction company Balfour Beatty to get an understanding on how they are implementing BIM

- Currently on-going discussions with Estates representatives on how best to take this forward

- will require a large commitment from Estates Building Services and Estates Development department throughout all stages of the project

AP67-050

BIM Implementation

Plan

- Whilst the project is scheduled to commence in February 2017, it is unlikely due to the delay in commencing the initial BIM Strategic Review.  In the interim, preparatory work is being undertaken to review roles and responsibilities for the project team along with an overview of business analysis requirements

- may require external consultancy to assist in implementing

Achievements in Last Period

  • Maureen Masson appointed as Project Sponsor.

Issues

  • Project is dependent upon the output of COM029 (EDW build).
  • The scope of COM029 doesn’t deliver a working set of DEV, TEST, LIVE EDW environments; therefore there will be a follow-on project (as yet undefined) which will deliver further EST093 pre-requisites.
  • The technical and development skills required for the project have been identified as a critical success factor.
  • As COM029 is not scheduled to deliver the DEV environment until early March 2017, the project sponsor has approved that the project be suspended until March when there will be a clearer understanding of the Enterprise Data Warehouse (EDW) development strategy
  • Delay in a submitting a project Scope / Milestones / budget adjustment due to unavailability of key stakeholders.
  • PM Resource constraint with EST080, leading to additional delays.

Next Steps

  • Suspend project and re-align project milestones and budgets
  • maintain contact with CPM029 project team
  • Plan design, development phases.

Achievements:

  • The Test environment has been successfully build and subsequently configured with the assistance of the supplier
  • The Technical Architecture Design Document (TAD) has been completed
  • The System Design phase has been completed approved by the project team
  • User Acceptance Testing has commenced prior to initial Disaster Recovery tests being initiated

Issues

  • During the first Disaster Recovery test, an issue has been encountered whereby it is currently not possible to establish a connection to the server at the secondary site.  Arrangements have been made to investigate the issue with the supplier on Friday 9th December

Next Steps

  • Investigate connectivity issue at secondary site
  • Continue User Acceptance testing including system roll-back to primary site
  • review current project milestones once issues resolved

The project is reporting Green as it is anticipated that the current delivery date can still be achieved

    • On-going discussions with the Building Services team regarding PPM requirements
    • Commenced investigations regarding utilisation of the Archibus Asset Management including the potential of access to the latest version in advance of the planned upgrade
  • Building Information Management (BIM)
    • Two meetings have been held with Balfour Beatty and representatives from Estates Development and the Building Services Team to get a building constructors overview of how BIM is being utilised within the industry
