Section One: Programme Commentary, RAG and Resources Update

During September.

Progress continues to be made on all active projects. 

  • EST080 - HelpDesk Project remains the priority project within the programme. 

The following projects are now in their final phases and will close within the coming month

  • EST083 - Estates Financial Management
  • EST087 - Energy Systems Consolidation

Discussions have either started or been arranged with the various business users with regards to commencing

  • AP56-062 - Energy Systems Consolidation - Systems Update (28th September)
  • AP67-049 - BIM Strategic Review (21st October)
  • AP67-033 Estates Financial Management Purchase to Payment (28th October)
  • AP67-069 - Perspective Upgrade (28th October)

During August, a total of 68 days were utilised by IS Applications across the programme, resulting in a monthly burn rate of 60%, with a year to date burn rate of xx%  Activity was down as a result of some projects coming to an end and others just commencing

Energy Systems Consolidation - Systems Update

Achievements in Last Period

  • Continue scenario testing.
  • User guides complete
  • UAT plan in progress
  • Monthly Billing development delivered for testing.
  • Deletion / Archiving successfully completed in TEST.

Issues

  • Single sign-on (EASE authentication) issue. We have now successfully identified the source of the problem; this requires an estimated 6 days infrastructure re-work – in progress.
  • Application Performance (Deletion/ Archiving of ‘old’ data). The deletion and archiving process is now well understood. However, there is a knock-on effect on our legacy applications, caused by moving data from one set of tables to another.  An impact analysis is in progress, and this is likely to result in further system changes.
  • Inventory Mgmt. We have agreed that new part numbers will need to be allocated to existing inventory, with a naming standard that includes the location as the high-order part of the key. Part of this change is to obsolete an existing table called “NPT”. As with archiving, this has a knock-on effect on our legacy application, which will require further system changes. 
  • Stability / Reliability of Mobile Devices. A lot of the stability/ reliability issues encountered have been put down to data quality issues in TEST. We have therefore spent a lot of time ensuring SLA etc. are set-up properly, and have recently completed an exercise to clean out old Work Requests in TEST. We need to repeat our scenario tests and through this gain confidence that we have reached the required levels of handset stability.
  • Mobile Device versions. We have bought an additional mobile devices (Android, iOS) into scope, to ensure we have appropriate coverage given the distributed device is no longer available to purchase.
  • Given the issues identified above and the overall workload outstanding, it has been recommended (and verbally agreed with the sponsor) that the project go-live date be pushed back to Wednesday December 7th. This date will be further reviewed at the implementation board on Wednesday 26th October, when scenario testing is expected to have completed, and a clearer commitment and communication on dates can be made. 

Next Steps

  • Adjust budget / milestones / scope to match current plan.
  • Complete Scenario Testing.
  • Conduct UAT

The project is reporting RED as a result of the new milestones not having yet been pushed through governance.

Achievement in Last Period

  • The revised Strategic Report was reviewed by the project team.   Whilst the overall recommendations were approved, a further request for a desk analysis of alternative Automatic Mater Readers (AMR) suppliers was requested
  • The project sponsor has authorised the additional work to be completed
  • It has subsequently been agreed with the external consultant to deliver the additional information by 28th October and reviewed at a meeting on 4th November
  • Initial meeting held with the Energy Project team to clarify the scope for the follow-on project to implement the recommended strategy

Achievements in Last Period

  • Business analysis: Space Mgmt complete and signed-off.
  • Business analysis: Maintenance Mgmt complete and signed-off.

Issues

  • No project sponsor yet in place. There has been a lack on impetus in moving this project onto the next stage. Following recent discussions with Estates, it looks likely a sponsor will be appointed to give the project the direction required. A meeting will be arrange to discuss this.
  • Project is dependent upon the outputs of-outcomes from project COM025 (BI/MI architecture), and the emerging project COM029 (EDW build). Details of the inter dependencies are emerging.
  • The technical and development skills required for the project have been identified as a critical success factor. Discussions are on-going with the head of development services.
  • Milestones to be adjusted, due to the delays in the appointment of a sponsor.
  • PM Resource constraint with EST080, leading to additional delays.
