Section One: Programme Commentary, RAG and Resources Update

During August

After an initial review of the programme budget, a few adjustments were made and the programme budget for 2016-17 has been set at 1414 days. For information, the budget has subsequently been reduced by a further 30 days to 1384 days after completing the planning phase of the project EST094 - Struxureware.

The initial review took into account complexities and dependencies of the various projects associated with the Archibus Integrated Workplace management System that were required to be lined up after the implementation of the Estates helpdesk project, EST080. In summary, on completion of the HelpDesk Project there is the requirement to line up the following projects;

  • Archibus Upgrade to version 23 - which is dependent on the completion of the Estates HelpDesk
  • Asset Management  - which is dependent on the Archibus Upgrade
  • Compliance management Integration - which is dependent on the Archibus Upgrade
  • Archibus Oracle Database Upgrade - whilst not dependent will impact on the above.  As a result after consultation with both Estates and IS Applications Development and Production Teams if was agreed to delay the start of this project until July 2017

 

During August, a total of 101 days were utilised by IS Applications across the programme, resulting in a monthly burn rate of 86%..

Energy Systems Consolidation - Systems Update

Issues

  • Still a significant number of issues open as a result of scenario testing. These include: EASE Authentication (resolution identified but still to be implemented) Deletion / Archiving (concerns over data integrity regarding historic work requests) Monthly Billing (development completed but still to be impleted and tested) Work request operational report delivery from EST092. (solution delivered but still to be tested)
  • There are still a significant number of Amber risks; therefore, without adequate mitigation plans.

Next Steps

  • Confirm and agree updated project plan.
  • Complete scenario testing, and move into UAT.

The project is reporting RED as a result of the budgetary increase agreed over the last month and the new project go-live date has yet to be agreed.

  • Met with key stakeholders, including the new Head of Estates Finance, plus colleagues from Finance and Procurement.  The outcome was an agreement to proceed to close this project and start planning for the follow-on 'Purchase to Pay' project
  • Commenced peer testing

  Issues

  • Peer testing completion delayed due to an issue encountered with Archibus Web Central Dev environment, this has now been resolved.  A peer testing review meeting has been booked for 19th September, and the milestone will be updated accordingly.  Minimal impact expected on overall project delivery date.

Issues

  • No project sponsor.
  • Project is dependent upon the outputs of-outcomes from project COM025 (BI/MI architecture), and the emerging project COM029 (EDW build). Both of these projects are rpeorting delays against original milestones. .
  • The technical and development skills required for the project have been identified as a critical success factor. Discussions are on-going with the head of development services.
  • PM Resource constraint with EST080, leading to additional delays.

Next Steps

  • Complete business scoping.
