Commentary

Both UCP & Notifications projects require to be re-planned:

  • DTI011 is in the process of re-planning, project resource will have to be confirmed and any additional funding be agreed within DTI portfolio and with Programme Owner this may be dependant on the scope of the re-planned deliverables
  • DTI020 put forward an options paper to Steering Group in February however there has been no resolution to the ownership of the Notifications Service, this has been escalated within LTW and IS Applications Directorates. Re-planning exercise will be required on a reduced scope when ownership has been agreed.
  • The overall programme is AMBER, project activities remain in progress, concerns remains regarding programme budget which have been raised at Steering Group level
  • Programme Risk Review meeting held on 6th February.

Achievements in Last Period

  • Technical Architecture design improved

  • UCP Re-scope paper drafted and  reviewed by Project Sponsor. Agreed, revised version to form basis of a Project Brief document to replace DTI011 as milestonesand budget changed so substantially. Specifically, new content removed from scope of project

  • Unicon gap analysis/technical feedback document provided and reviewed by project team

  • Risk/PICCL Logs up-to-date, as per project health-check recommendations

 

Issues

1. PICCL24 (https://www.projects.ed.ac.uk/unpublished/project/dti011/issues/24) for Milestones updated with rescoped plan.

2. PICLL25 (https://www.projects.ed.ac.uk/unpublished/project/dti011/issues/25) for database upgrad. Managed within project.

Next Steps

  • Continue to develop the Service architecture document.

  • UCP Plan as agreed with Sponsor to be submitted to Steering Group. On assumption, it will be approved,
  • Initial content audit to be drafted
  • Infrastructure planning to commence
  • DTI011 to be suspended/closed, but with new project fitted to agreed scope to start consecutively

 

The project status is AMBER - At Amber as rescope plan to be approved by Steering Group. Scope reduced by Sponsor to remove new content, but infrastructure, content audit, UI redesign, content migration (refactor and rebuild) all still in scope..

Achievements in last period

  • WP0:
    • Working Group meeting
    • Review of licence options and recommendation paper produced
    • Contribution agreements to be investigated
  • WP1 :
    • UAT being completed by Service team - review any outstanding JIRAs that would impact rollout
  • WP4 :
    • Code review of connecttext, developer advised is a relatively small amount of development 
    • Review of possible suppliers concluded they are similar in structure with the key differentiator being cost
    • Workshop held to walk through requirements for proof of concept
    • Workflow diagrams to be reviewed and then distributed for comments by project team
  • Project update and options paper produced for Steering Group on 21/02/18 advising current position of each work package and approach going forward
  • Meeting held with Head of USD to provide overview of Notifications Service and project

Issues

  • Key roles of Service Owner / Business Owner remains to be confirmed, action assigned to LTW to advise if this can be supported with LTW or if this should be passed to IS Apps to support. Also consideration for this to be  owned by USD
  • Impact of no notifications available from EUCLID and LEARN, the project team have produced an option paper issued UCP Steering Group to recommend basic deployment of the Backbone which will provide Group and Emergency notifications to allow the Service to commence to a smaller pilot group, other recommendations to investigate SMS in WP4, establishing requirements for WP2 / WP3 and agreement to place WP5 on hold
  • Resource days aligned to WP5 - 26 days have been redistributed to other work packages within the project.
  • Delay in confirmation of Service Ownership has impacted milestones, Project Sponsor and Project Manager have submitted an update paper to Steering group meeting to discuss ways forward
  • Key project resource, Service Manager and Developer, are due to take leave during March therefore limited resource to progress project activity over the next 4 weeks.

Next steps

  • WP0:
    • Investigate Contributor agreement
    • Assess progress
  • WP1 :
    • Complete UAT
    • Preparation to rollout basic Backbone to small pilot group
    • Deployment Checklist, Implementation plan, PAGS group
    • Acceptance sign off
  • WP3 Arrange walkthrough of Timetabling workflow and establish where notifications could potentially fit into the process

The project status is currently RED :

Project remains impacted by no resolution to agreement of role of Service and Business Service Owner and has been escalated within IS Apps. Until this is resolved the project team are unable to produce a revised plan in alignment with the options paper submitted to UCP Steering Group in February.
