Programme Commentary

Overall BI/MI Programme is RED.

DTI049 - HR Strategic Reporting - has completed 7 x 3-week agile sprints and Sprint 8 is now in progress, Alpha release to Live has been delayed from Jan 2020 to March 2020

DTI049  - RED - will require additional budget allocation from DTI fixed budget , as it hasn't yet completed the load of the legacy HR data , and still has to load the new HR data from Core systems 

DTI050 - RED - Finance Strategic reporting -   planning stalled while focusing on HR Strategic Reporting 

Both DTI049 and DTI050 have been set to Higher priority on the IS Applications overall priority scale ( up from 'Normal' to 'Higher') . This is a 3 step priority scale from Normal to Higher to Highest.

  • Design review required to re-work history load jobs and snapshots to get balance between build cost and user benefits
  • Difficulties agreeing BI/MI scope boundaries with SEP People and Money, around 'Historic Data Store' (HDS) and how the business requirements will be met
  • Agreed Business Analyst resource from SEP People and Money not available yet

 

BI / MI Programme - Key Next Steps

  • Agree programme brief with stakeholders.
  • Estimate size of each separate datamart project -  HR datamart , Finance and Payroll datamarts and eRecruitment datamart - to feed into overall sprint planning - how many sprints per project
  • Confirm resourcing commitment with IS Production Management ( estimated 0.2 FTE) - who and when and governance for agreeing changes as project goes through the different stages of built & Test
  • Agree scope limitations and expectations with SEP Core Systems programme / REF / Historical data store
  • Programme Risk Review and consolidate related EDW/BI Tools risks.

Achievements this period

  •  Sprint 6 completed - Access layer basic star schema / connection to BI Tools
  •  EDW prep for automated deployments to Foundation Layer - Git / Bamboo  Synch  between DEV, TEST and LIVE has been done for Foundation layer
  • Planning for Sprint 7 and Alpha release done

Issues

  • Budget will need to be increased - 280+ days has been spent from initial allocation of 300 days and this is for the load of historic legacy data before the new core HR data is loaded 

Next Steps

  • Full backlog to be collected for the HR datamart

RAG Commentary

*RED Issue* - Time - can't deliver full HR datamart for legacy and new HR data by June 2020.

Project requires more time and budget. Resource conflict with Finance Datamart queued behind HR. If Finance work is more important than HR, then some HR work might need to be put on hold to focus on Finance.

There are also resource conflicts across the business leads , HR SME's across the university who are also working on the ERP implementation at the same time , and the People and Money ERP implementation takes priority over the DTI Strategic reporting work.

*Business Impact* - First alpha release of the HR datamart with legacy data may not be available until Feb 2020 , Work hasn't yet started on the new People & Money HR data which will be consumed via APIs from the cloud ERP. The Beat release joining up data from legacy data source and new data source may be not be ready for the June 2020 SEP People and Money HR Go-Live.

Actual impact on business activities is unknown at this point in time. Some business planning activities may not have access to best longitudinal data to pick out trends - or this data may still be available, but might have to be cobbled together by MI analysts from multiple separate sources taking more effort and time.

*Action to get project back to AMBER or GREEN* - By end of Feb, the impact of the SEP core systems re-plan should be known. If some of the SEP core system delivery milestones move - then it is likely the project RAG can move to AMBER as there will be more time to complete work on the HR datamart. If the SEP People and Money HR go-Live stays as a hard deadline in June 2020 - then as a contingency, discussions have started with budget holders to request additional funding to scale up the BI team - so that work on the HR and Finance datamarts can be done in parallel.

Note there is currently no DTI funding for the BI project team beyond July 2021. This funding cap will curtail the scope of datamart development work. Once the HR and FInance datamarts have been delivered, there will need to be funding for some BI resources in IS Apps beyond July 2021 to maintain the datamarts and EDW to ensure a sustainable transition to business-as-usual.

Achievements this period

  • informal kick-off meeting with James Mackay ( SEP Finance reporting lead), John Bannaghan (SEP), Wilbert Kraan (IS Apps EA - project team) , Kevin Harkin (GASP - project team)  and Jamie Thin (PM)  to better understand what reporting requirements have already been gathered by SEP Finance Transformation Programme
  • Stakeholder briefing to help establish scope of the Finance datamart with CSG Finance Systems team - meeting with Craig Henderson ( Head of Finance Systems), Douglas Stewart, Lynda Hutchison, Emma McNab and Jamie Thin to discuss scope of the Finance datamart against the business requirements for the Finance historic store and operational reporting that will be delivered by the ERP people and money system. Lynda explained the categorisation of reporting requirements - so each reporting requirement will then be mapped to one of the reporting solutions - ERP operational reporting within the People and Money system, Strategic reporting from the Finance Datamart on the EDW or an audit report against the Historical data store ( where the Historic data store will hold some historic transactions which are not in either the People and Money system or the Finance Datamart)

Issues

  • Resource Conflict - limited activity while focus on HR Strategic reporting
  • Planning delayed / End of Planning milestone will move back to end of Feb 2020 ( at earliest) 
  • Discussion to agree Project Sponsor , and other project roles stalled  - potential capacity issue for key people - as these same people are already fully committed to DTI BIMI HR ,  SEP core systems and Finance Transformation work. Lynda Hutchison is acting up as proxy project sponsor in lieu of anyone else being available.
  • BI/MI Road map updated to push start of Finance datamart build later into 2020

Next Steps

  • Complete Planning - define scope based on high level business requirements, estimate rough sizing and set outline milestones
  • Ramp-up user engagement and start gathering user stories for Strategic reporting , and ranking them in priority order
  • Set up Agile tools - JIRA Board , start creating Backlog of User stories
  • Agree scope of Alpha release / MVP ( Minimum Viable Product) , and agree priority areas within the large scope of Finance Strategic Reporting
