Programme Commentary

Overall BI/MI Programme is AMBER.

DTI049 - HR Strategic Reporting - has completed two x 3-week agile sprints and Sprint 3 is now in progress of estimated 6 development Sprints and 2 shorter post-go-live maintenance sprints

DTI050 - Finance Strategic reporting - has been started - design and build work for DTI050 queued behind current work in-progress in the  BI/MI pipeline .. EST109 and DTI050

Both DTI049 and DTI050 have been set to Higher priority on the IS Applications overall priority scale ( up from 'Normal' to 'Higher') . This is a 3 step priority scale from Normal to Higher to Highest.

 

BI / MI Programme - Key Achievements in Last Period

  • Sprints 1 and 2 completed - Staff SCD and Assignments now loaded into the Access layer
  • User stories assigned to each Sprint and  the Backlog of User stories & Epics are getting managed and recorded in JIRA
  • Sprint 3 started
  • Service management resourcing model unresolved

 

BI / MI Programme - Top Issues

 

  • Difficulties agreeing BI/MI scope boundaries with SEP Core Systems, due to their need of a 'Historic Data Store' (HDS) and expectations this would have been delivered by the EDW programme.

...this may utilise the data warehouse, although other options should be investigated and the requirements are not yet understood. Advice from Enterprise Architecture has led to invalid assumptions that this will met through the DT funded BI Team, whereas it will need its own management and resourcing. Had previously agreed this with Core Systems but now needing to clarify that position again.

  • Agreed Business Analyst resource from Core Systems not forthcoming.

...expected a dedicated resource to proactively cover reporting requirements but BAs have had delays in recruitment (expected July) and SEP process is to submit individual work package requests. Current expectation is to not receive much help for the analysis of strategic reporting requirements or data sourcing from existing systems, mitigated as much as possible by an increase in GaSP MI Analyst time seconded to the programme until the end of this year at least. Ideally need to increase Wilbert's time this year to cover increased data sourcing analysis but he has no spare capacity.

 

BI / MI Programme - Key Next Steps

  • Agree programme brief with stakeholders.
  • Estimate size of each separate datamart project -  HR datamart , Finance and Payroll datamarts and eRecruitment datamart - to feed into overall sprint planning - how many sprints per project
  • Confirm resourcing commitment with IS Production Management ( estimated 0.2 FTE) - who and when and governance for agreeing changes as project goes through the different stages of built & Test
  • Agree scope limitations and expectations with SEP Core Systems programme / REF / Historical data store
  • Programme Risk Review and consolidate related EDW/BI Tools risks.
  • Agree  comms plan with Lynda Hutchison and Programme stakeholders

  • Design and Build of the HR datamart has started
  • Project team attended 2 days agile training 
  • Project team are starting working to a scrum agile methodology
  • Initial backlog has been added to Jira 
  • Project Manager handover completed from Geoff Cropely to Jamie Thin

Issues

  • Long term solution for managing connections to EDW from BI tools to be resolved
  • Potential resource conflict with EST109 - Estates Strategic reporting - depending what new work arises out of the Estates UAT
  • Dependency on EST109 is preventing changes to EDW Access layer from being promoted to TEST
  • Waiting confirmation that the eRecruitment datamart has been formally brought into scope of the BI/MI programme
