Section One: Programme Commentary, RAG and Resources Update

Commentary

 

The STU programme is RED, as one of the projects is RED and 2 others are AMBER

Emerging resource conflicts across IS Apps Software Dev team for both STU264 and STU260 for the UG  & PG Degree Finders enhancements and security strengthening work.

 

Overall the burn-rate of IS Apps spend across the STU projects for 18-19 after first 6 months is 76 %, this may pick up if the follow-on project to replace the FOI request planning monitor tool gets approval to start in Feb 2019.

There will be a  follow-on project for  Records Management  in 18-19 to implement the recommendations from STU263, subject to outcome of the options appraisal , and availability of sponsor funding and business resources

AP89-035 Replace information request planning monitor tool (FOI and GDPR compliance) 

153 days effort is set-aside for the IS Apps work to support the implementation of the new system incl project management / business analysis / system integration - as required.

Achievements this period

The revised design and proof on concept (POC) using the alternative products has been built. 

Dev Services have been engaged to produce front-end re-design and build.

SEP has been consulted on taking the demonstrator to the next level.  The timing for this is July 2019 when sufficient resources become available

  • Procurement 

    • After further discussions with the supplier, the contract has been agreed, signed by UOE and returned to the supplier for final signature

Issues 

  • Due to the extended period to agree the contract

    •  It has not been possible to progress any further with the project  due the contract not being signed 

Next Steps

RAG Commentary
Delays in signing the contract with the supplier has greatly impacted on the project delivery. The contract was finally agreed and signed by UoE on 1st February 2019. Having reached agreement with the contract, the project can now be re-planned and re-estimated. Due to the elongated period to complete the contract negotiations, it is anticipated that additional budget will be required to complete the project

 

STU260 CAM  Degree Finders - Options Appraisal

Achievements this period

  • No progress - waiting for Dev work for STU264 to be completed first

  • The work on the security strengthening package is on hold , pending availability of IS Dev services resources after STU264 has been delivered

Issues

  • Dependency on STU264 - the urgent small enhancements to the UG & PG degree finder should be delivered first via STU264, then the security work can be delivered after STU264 goes LIVE
  • Dependency on SEP SAS PCIM analysis & SRA analysis - the future PCIM / SRA Website solution may not provide a complete end-to-end solution for CAM for all marketing data associated to Programmes.  
    • STU260 should attempt to understand the potential size of any gap , so that Service owner (CAM) can make a bid for additional funding / submit business case to SEP for another future project
    • initial response with answers to STU260 questions received from Emma Rowson (SEP), fuller details will be available from Feb 2019 once initial PCIM analysis complete.

Next Steps

  • Get resources booked  to deliver the  security strengthening dev work for both the UG & PG applications
    • initial estimates are that the work is relatively small , so it is recommended that it is delivered as a work package within STU260 rather then spinning up a separate project to do the security work
    • make bookings with the S/W dev team to start after STU264 has gone live

Achievements

  • Development of JIRA 19 and 20 continuing. This has been submitted to CAM for their testing and it has been returned with some minor amendments.

Issues

  • New resource conflict in IS Apps Software Dev team - conflict with TEL Learn to the Cloud project - this puts future STU264 milestones at risk until new resourcing plan can be agreed with the IS Apps Dev resource manager and STU264 can be re-planned 
  • Dates for development and testing milestones will change from knock-on impact of resource conflict for the lead developer 
  • Any new business requirements  could put the project over the existing allocated budget.

Next Steps

  • Test and deploy JIRA 19 and 20.
  • Re-plan the  remaining development of the other JIRAs.
