Programme Commentary, RAG and Resources Update

Overall Programme RAG: RED

There are substantial resourcing constraints on the projects, due to staff leaving.  Most projects are amber as a result, and will move to red if solutions are not put in place soon.

Datavault has a  showstopper for deployment.
