Re-build of DEV

The TED Dev environment has been re-built to reflect the revised architecture of TEST and LIVE, and this will allow the surplus DEV virtual servers to be de-commissioned, as well as facilitating the future decommissioning of DUST (once the upgrade to Enterprise v3.2 is complete by Nov 2012)

This is the last closure task within STU215.
