Completion Report
Project Summary:
The original objectives and deliverables for this project were:
OBJECTIVES
- To migrate the EVES online voting application to ColdFusion 9
- To update supporting technical documentation for the migrated application
DELIVERABLES
- A migrated version of EVES online voting in DEV, TEST and LIVE
- Updated technical and support documentation
Each of the above have been achieved with the application deployed into LIVE in September 2012.
The project sponsor and stakeholders have agreed that the project can now be signed off.
Analysis of Resource Usage:
Staff Usage Estimate: 25 days
Staff Usage Actual: 27 days
Staff Usage Variance: -8%
Other Resource Estimate: 0 days
Other Resource Actual: 0 days
Other Resource Variance: 0%
Explanation for variance:
The two extra days that have been required have simply been used on project management time as the original project ended up being done over a longer period than originally planned. The main reason for this was that user testing was of greater duration than anticipated because of problems round users' accounts in TEST EASE. This extended the acceptance stage by several weeks and led to a corresponding rise in PM time.
Key Learning Points:
This project had a relatively chequered history, with its scope originally including the upgrade of VRS and EVES, with the former eventually being dropped and work being suspended until a window during which the upgrade work on EVES could be found. This thus led to ITS076 being another example of a relatively simple project (requiring a small amount of effort) ending up lasting for many months. There were good reasons for this - see the PICCL log here - but there is an understandable expectation that projects with a small effort budget should be completed relatively quickly. The reality is that such projects tend to be given a lower priority and end up waiting for resources or staff availability. The actual duration then becomes extended and expectations not met.
